Main Purpose of Job

This position directs the activities of the Placement Unit within the Resource Office. The position has responsibility for reviewing and assisting in the development of department policies and procedures and providing technical assistance to local regions to ensure that there are sufficient and appropriate residential programs to serve DJS youth in out-of-home care; and that all youth referred for out-of-home receive the most appropriate, individualized, fiscally responsible services that address their needs in the least restrictive environment, consistent with public safety. This position oversees the statewide system of Federal Title IV-B Reviews which provide oversight of youth in out-of-home care to ensure that proper planning for permanency occurs. This position also provides any additional coordination as needed between the regions and the budget office to obtain federal reimbursement for certain rehabilitation costs associated with specific residential placements. To identify service gaps and program needs for Maryland's children in placement, this position also participates in analysis of out-of-state program utilization. As the DJS representative on the Interagency Rates Commission (IRC), this position contributes to the interagency rate-setting process managed by MSDE and consults with DJS Budget Office and Quality Assurance staff concerning the rate setting process as it involves and impacts those functional units.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience directly supervising employees
  • Experience matching youth to resources including participating in treatment planning meetings and/or resource staff meetings
  • Experience with the youth placement process
  • Experience with the Title IV B process
  • Experience serving on interagency committees
  • Procurement experience that includes participating in the development of procurement specifications
  • Experience reviewing and tracking budgets

LIMITATIONS ON SELECTION

This recruitment is limited to current Department of Juvenile employees.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
