Introduction
The Land and Materials Administration, Budget Management and Operations Division is recruiting for an Administrator IV/Chief-Budget Management and Operations Division. This is a position specific recruitment for the Maryland Department of the Environment. This recruitment will be used to fill current and future vacancies for this position/function only. The resulting cert list will be maintained for one year. Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job
This position will be responsible for performing advanced managerial work and will serve as the Division Chief of the Budget Management Unit with the Technical Services and Operations Program. This position assists the Land and Materials Administration (LMA) Program Managers with managing and directing the financial integrity of the Administration though planning, directing, and supervising operations which includes budget formulation, annual budget closeout, expenditure and revenue projections, management of all revenue resources, accounts receivable, legislative and federal audit oversight, procurement, FMIS coordination, Grants and Contract management, encumbrances management, Corporate Purchasing Card reconciliation, and strategic budget planning. This position, in cooperation with the Program Manager oversees the business operations of all Programs within LMA including but not limited to Public Information Act, Fleet Management, Inventory Control, Rental Facilities, Telecommunications, Information Technology, Training, and Travel Needs. This position will be responsible for the supervision of staff.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.
SELECTIVE QUALIFICATIONS
The selected candidate must have the following in order to be considered:
2 years of experience in the fields of budget operations, financial analysis, budget legislation, and/or revenue projection with at least one year of the experience in a supervisory position.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following:

A Bachelor's Degree in Finance, Accounting, Business Administration or Economics;

Experience managing federal grants;

Experience with policies and procedures pertaining to governmental operating budget formulation/management;

Experience preparing operating budgets;
-
Experience with Excel spreadsheets.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
