Main Purpose of Job

The purpose for this job is to have a resource Technical Writer Specialist within the agency that can lead, coordinate, and manage the numerous requirements for the preparation and publication of the agency's documentation.

POSITION DUTIES

Work with the agency subject matter experts and contributors with providing technical writing and editing of agency documents that are to be published; serve as an active participant on project teams in order to fully understand the project requirements; perform the needed interview, technical research, and review of existing documentation in order to fully understand the subject matter which is to be documented. Documents include but are not limited to project plans, procurement documents, manuals, user guides, quick reference guides, business correspondence, training guides and curriculum, troubleshooting guides, reports, and forms.

Establish, keep current, maintain, and ensure compliance with State Board of Elections (SBE) documentation standards. This includes ensuring that technical writing and editing best practices for technical, non-technical, and online documents are being considered and when appropriate, incorporated into SBE documentation standards. This also includes, where appropriated and practicable, creating documentation templates.

Develop and maintenance of test scripts for the agency's software systems ensuring reusability from one testing assignment to another with minimal changes; ongoing organization and maintenance of the documentation libraries.

Perform technical editing of website content ensuring adherence to Section 508 Document Compliance - Accessible Online Documents; assist SBE subject matter experts on the development of surveys; coordinate and ensure that SBE's requirements for the retention of documents are met; perform proofreading of documents as the agency's writing communications expert.

Perform other technical writing related tasks as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  1. Current or prior experience as a Technical Writer with proficiency utilizing Microsoft Office (Excel, Publisher, and PowerPoint), Microsoft Visio, and Google (spreadsheets, documents, and slides).
  2. Experience working within a project management team.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
