Introduction

This is a position specific recruitment for the Department of Public Safety & Correctional Services (DPSCS). The resulting eligible list will be used to fill current and future recruitments for the Department of Public Safety & Correctional Services (DPSCS). Applicants certified to this list will remain eligible for one year.

Main Purpose of Job

The main purpose of this position is to manage the daily operations of the CJIS Storefront and five (5) MVA/HAZMAT locations which allow the electronic submission for fingerprints to the State MAFIS for applicant (non-criminal justice purposes) seeking background checks for various reasons for fingerprint services. (For example: licensing, employment and hazardous material endorsement.) This position also oversees the Private Provider Network and all areas of the operation surrounding the efficient operation of this program. This position encompasses the full performance to the second line managerial levels of administrative staff work related to the administration of departmental policy and/or coordinating agency operations, directives, and procedures designed to accomplish the mission of the agency. This position supervises staff which may be comprised of professional, technical, or clerical workers.

POSITION DUTIES

Independently plan, develop, conduct or supervise the conduct of studies and analyses of agency programs, organizations, procedures or systems.

Evaluate the efficiency of operations and develop, revise and recommend new policies, standards and work flow procedures using new technology as appropriate.

Supervise or assist in the supervision of specific programs or operational units.

Prepare accurate statistical reports, workflow charts and performance measurement criteria applicable to managing for results.

Implement new policies and regulations as directed by upper management.

Conduct research pertaining to data analysis, financial analysis and identifying key content.

Perform other duties as required.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years’ experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants must meet both selective qualifications to be considered. Include clear and specific information on your application regarding your qualifications.Selective qualifications do not apply if you are using the education substitution.

Possess 6 months of experience managing various organizational levels and programs.

Possess 6 months of experience developing, analyzing and managing policies procedures and programs.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
