Main Purpose of Job
The main purpose of this position is to direct the staff and processes of nursing licensure to ensure all aspects of the Licensing Process are effective, efficient and in compliance with Maryland Nurse Practice Act, COMAR and federal regulations to protect the public. This position directs and guides applicants, employers, training programs, interested shareholders and all external customers regarding licensure activity, including initial endorsement application, license renewal, license reinstatement(excluding reinstatement of disciplined licenses), licensure verification, compliance of the NLC/eNLC, and assist the Director of Education with ensuring the compliance of nursing education and clinical programs in accordance to the Maryland Nurse Practice Act. The position develops and implements policies and procedures and provides input on statutory/regulatory changes concerning nursing licensure requirements, continued education and maintains direct supervision of the agency's 300,000+ licenses and certifications in the professions regulated by the Maryland Board of Nursing. Employee reviews refresher program curriculum and recommends approval regulated by the Board to ensure compliance of the Maryland Nurse Practice Act.
Education: A Master’s degree in Nursing or a health-related field from an accredited college or university.
Experience: Five years of experiences as a Registered Nurse including two years of experience in an administrative, supervisory, consultative or teaching capacity.
Notes:1. A Bachelor’s degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity may be substituted for the required education.
2. A PhD in Nursing from an accredited college or university may be substituted for two years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
The ideal candidate should have progressive experience as a nurse leader or administrator, and exhibit a depth of experience in at least two of the following areas: nursing education, licensing, or regulation.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1.Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215. A copy of your license or license number must accompany your application.
2.Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
