The Maryland DHMH Laboratories Administration now occupies a new five story laboratory facility incorporating design strategies to achieve the LEED (Leadership in Energy and Design) Silver Rating which is equipped with innovative, and cutting-edge tools - to expand scientific testing capabilities to adapt to emerging threats; to enhance preparedness efforts in response to disease outbreaks and environmental hazards; and to pursue teaching partnerships within the local community.  The Public Health Laboratory property is ideally situated in the heart of the scientific technology park at Johns Hopkins located adjacent to Johns Hopkins Hospital.  Easily accessible by MTA transit system and metro, just minutes away from downtown Baltimore and the Inner Harbor waterfront community.

Main Purpose of Job

This position will serve as a member of a team responsible for the development, testing, implementation, operation and maintenance of a laboratory information management system (LIMS) for the Laboratories Administration (Administration) and maintenance of the laboratories web pages. This position will use third generation structured programming language to develop special applications as needed for the Administration to carry out all mandates, business functions and processes, as well as data communications for test reporting and data sharing within DHMH (e.g. epidemiology, FHA), local health departments, and other State (e.g., MDE, DNR), and federal (EPA, CDC FDA, etc.) agencies. This position will: use structured query language (SQL) to extract data from the Administration's LIMS; use Crystal Reports 10 to develop customized reports for use by the Administration and its external customers; use HL7 including SNOMED and LOINC codes for sending electronic orders and results messages; and, use MSSQL Management Studio to manage the Administration's database.


Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.  

Experience: Six months of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.  


1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.  A copy of your transcripts should accompany your application if applying this substitution.

2. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.  

3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and applications programming using generally accepted computer programming languages or other developmental tools for the required education.  A copy of your transcripts should accompany your application if applying this substitution.  

4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.


The desired candidate will have knowledge of SQL and Java Script languages.
