Introduction

THIS RECRUITMENT IS LIMITED TO CURRENT CONTRACTUAL AND PERMANENT STATE OF MARYLAND EMPLOYEES.

The Department of Labor, Licensing and Regulation (DLLR) is accepting applications from qualified candidates for Computer Network Specialist, Lead. The resulting eligible list will be used to fill this position or function only. Persons interested in future positions will need to reapply. This position plans, implements, and monitors security measures for the protection of computer networks and information within DLLR.

Main Purpose of Job

This position plans, implements, and monitors security measures for the protection of computer networks and information within DLLR. The incumbent is responsible for ensuring appropriate security controls are in place that will safeguard digital files and vital electronic infrastructure. They are also required to create security policies, put them into place and verify they are being enforced. Position may also be required to respond to security breaches or virus outbreaks.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Security Policies:

Develop all DLLR policies and guidelines that pertain to Information Technology concerning security of DLLR infrastructure ad data assets.  Implement these policies and ensure they are being followed and that DLLR is meeting the required security guidelines of DoIT and other overseeing department and entities.  

  • Platform Security:

Maintains and monitors the anti-virus software on serves and personal computers belonging to the department.  Also responsible for patch management, testing and deploying on personal computers and servers to ensure that the latest software and security updates are installed. 

  • Log management:

Manages and maintains logs generated by intrusion detection devices, management systems, active directory and other management systems.  Maintains an archives of these logs for reference purposes.  Also does review ad reporting on a prescribed basis of the logs to detect any abnormalities that could indicate a breach or other system security issue. 

  • System and Application Assessment:

Performs system level and application level assessments with the assistance of owners to ensure the item is secure and meets the guidelines provided in the security policies and through industry best practices.

  • Design & Conduct Security Audits:

Will implement security audits for the various applications and devices within DLLR to ensure that security policies are being followed as established internally and externally.  These audits will require working with system owners to collect evaluate and then make recommendations on remediation policies for any issues found. 

  • Evaluate Security Products:

Evaluate ad recommend various security produces for use within the DLLR enterprise.  Test and evaluate products both on their suitability for DLLR requirements and for overall effectiveness in their functional area. 

  • Perform External Security Reviews:

Perform security reviews and analysis of the sites of external entities that receive and use DLLR data for program or reporting purposes.  These reviews will take place at the initial request for a data sharing request and then periodic follow-ups to ensure the terms of any agreements are still being followed.  Reviews will include evaluation of physical security measures, system security measures, monitoring and adherence to security policies. 

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in computer information technology, management information systems or other information technology related field, to include course work in local or wide area computer networks, from an accredited college or university.

Experience: Two years of experience planning, integrating and maintaining software and hardware for local or wide area computer networks.

Notes:

1. Candidates may substitute completion of high school or high school equivalency certificate and eighteen months of experience converting data from project specifications by preparing program code using generally accepted computer programming languages or other developmental tools; planning, installing and maintaining data communications network lines and devices; or evaluating, implementing and maintaining computer hardware and software for the required education.

2. Candidates may substitute completion of high school or high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and applications programming using generally accepted computer programming languages or other developmental tools for the required education.

3. Candidates may substitute completion of high school or high school equivalency certificate and completion of a certification program in Network Administration, such as Certified Novell Administrator (CNA), Microsoft Certified Product Specialist NT 4.0 Administrator or equivalent certification program for the required education.

4. Candidates may substitute experience in one of the following areas on a year-for-year basis for a high school education: operating computer systems, scheduling, controlling input and output or maintaining backups or data storage, processing data on computer systems, evaluating, implementing and maintaining computer hardware and software or converting data from project specifications by developing programs using generally accepted computer programming languages or other developmental tools.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Network Analyst classifications or Network Integration and Management specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
