Main Purpose of Job

The main purpose of this position is to review, verify, record, balance and provide accountability for functions that pertain to the Finance Unit in accordance with standard operating procedures, control agency regulations and DHR guidelines. Provides assistance to internal and external customers; serves as Security Monitors for automated systems; participates in scheduled trainings, meetings, and performs other duties as assigned. Processes purchase orders and requisitions using FMIS for services and commodities as needed.

POSITION DUTIES

Ensures Corporate Purchasing Card (CPC) cardholder to make small procurement purchases for the agency in accordance with the Comptroller of Maryland's Corporate Purchasing Card Program Policy and Procedures.  

Creates purchase orders and requisitions for services and commodities as needed using Financial Management Information System (FMIS). 

Serves as the primary computer systems Security Monitor; acting as liaison between this agency and the Office of Technology for Human Services (OTHS).  

Prepares a Cash Receipt Register to record and account for the receipt of all money collections for the agency.  

Orders and manages the receipt, issuance, re-stocking and accountability of agency office supplies, forms, printer cartridges, housekeeping and janitorial supplies.  

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience reviewing, verifying, recording, adjusting and balancing financial transactions.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Six credit hours in accounting from an accredited college or university may be substituted for one year of the required experience.

3. A minimum of five courses or six months of accounting-related training in a vocational training program in subjects such as journalizing transactions, analyzing transactions into debits and credits, posting to a general ledger, payroll, bank reconciliations, accounts payable, and accounts receivable may be substituted for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess the following:

1.Strong written/verbal communication skills.

2.One year of experience working with MS Excel (or a similar program), performing such duties as database extraction.

3.One year of experience working with MS Word (or a similar program).

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
