Main Purpose of Job

This position will function as the Chief Financial Officer for the Clifton T. Perkins Hospital Center.  It is responsible for the accounting, financial reporting, and asset management duties.  The Clifton T. Perkins Hospital Center has a budget of approximately $50 million and 600+ permanent employees and contractual positions that provide forensic evaluation and psychiatric treatment to the State's most violent mentally ill patients.  Specifically, this position will: prepare an annual operating budget; monitor the budget by preparing monthly and quarterly revenue and expenditure projections; assure transmittals of funds are reviewed and approved prior to submission to Comptroller for payment; assure that regular, contractual and patient payrolls, emergency advances and payroll adjustments are reviewed and approved, making sure that exceptions are supported by approved documents; perform fiscal year closing processes; review and approve all reconciliations relating to the operating budget, revenue and expenditures; manage monthly reconciliations of various funds, cash receipts and accounts receivables, equipment, materials and supplies inventories; conduct audits of expenditure vouchers, adjusting entries when necessary; reviewing audit reports; and, indirectly supervise Fiscal Accounts Supervisors and Clerks.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes: 1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired applicant should have:

--experience with the Maryland State budget processes

--experience utilizing FMIS, the State's Financial Management Information System (or a comparable system)

--experience reviewing and preparing annual budgets

--budget experience in a multi-functional finance unit

--experience supervising fiscal staff in an accounting or finance unit
