Main Purpose of Job

This position is assigned to the Division of Cost Allocation and Revenue Management within the Office of Budget and Finance. The primary purpose of the position is to monitor and report grant financial activity for the Department of Human Services federal grants as assigned.

POSITION DUTIES

Maintains up-to-date records on grant awards, expenditures and attainment for assigned administration grants. Reconciles actual expenditures, reported expenditures and cash attainment. Prepares federal financial reports regarding grant expenditures and program income based on cost allocation results, attainment and reporting requirements. Meets with program staff to review grant obligation and liquidation periods, reporting requirements, grant activity, and over and under spending. Collects, analyzes and summarizes monthly data reports to properly claim federal reimbursement for prior quarter adjustments; and performs other related duties.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: One year of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for the required experience.

4. Applicants may substitute one year of professional auditing experience for the required experience. 

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:  

Experience in generally accepted accounting principles and auditing standards.  

Experience in commercial accounting systems related to State or federal charges and reporting requirements.  

Experience in preparing, analyzing and interpreting financial reports and statements.  

Experience in interpreting and applying State and federal laws, policies, regulations and rules to agency accounting operations.  

Experience in using computerized fiscal applications and software to include spreadsheet software, data base applications and Network Systems.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
