The current vacancy is at the location below, however this recruitment will be used to fill future vacancies in other Department of Public Safety and Correctional Services (DPSCS) locations. Main Purpose of Job

The main purpose of this position is to assist in the management of the departments budget request and accounting functions; including control over the departments appropriation, fiscal support, budget management and monitoring of the departments expenditures.

POSITION DUTIES

Prepare the monthly expenditure projections, discuss these projections with the appropriate agency head and/or their designees, identifying and explaining any problems and recommending alternative courses of action to reduce or eliminate such deficit.

Advises management or other personnel responsible for the preparation of projections on the fiscal status of accounts and recommends alternatives to improve financial position.

Prepare periodic grant reports, projections and monthly reconciliation of agency records with R*STARS. Responsible for the preparation and submission of the financial quarterly report of the various selected grants.

Prepare the annual operating budget request; verify accuracy, completeness and consistency of the information on the submitted budget request in accordance with the Department of Budget and Management (DBM) Budget Operating Instructions and the guidelines established by the department.

Certifies the availability of funding for specified requested procurements and employment contracts, review and makes any necessary changes or corrections and submit any required amendments of the DA22.

Supervise the maintenance of the appropriation control for each fiscal year by agency, program, object, and by fund.

Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of accounting experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

Experience with Financial Management Information Systems (FMIS), (i.e. ADPICS or RSTARS) or a related system.

Experience analyzing monthly expenditures, managing department budgets and appropriations.

Experience with Microsoft Office software for word processing and creating spreadsheets.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to requirements of the position. Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.

The resulting eligible list will be used to fill current and future vacancies in this job classification. Applicants certified to this list will remain eligible for one year.
