Introduction

This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The cert list will be maintained for one year.  Persons interested in future vacancies with the classification must re-apply.

Main Purpose of Job

This position is a professional managerial position that serves as the General Accounting Manager, Office of Fiscal Services for the Maryland Department of the Environment (MDE) that provides guidance and accounting services to satellite offices and program administrators about fiscal issues. The main purpose of this position is to assist the Director and the Deputy Director with the implementation and completion of the fiscal year closeout process by preparing the year-end GAAP statements, reviewing and approving all year-end accruals, and overseeing the general ledger transaction processing. The incumbent in this position performs cost accounting for all MDE funds that includes supervision and/or maintenance of financial cost allocation, financial management reports, and banking and system reconciliations to ensure that all transactions agree with the Administration and Project Manager reports.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles to include three years performing advanced duties in the areas of cost accounting, systems accounting, federal fund accounting, or bond and loan accounting.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or Master's degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required general experience.

5.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year for year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Supervisory experience
  • Experience using  FMIS (i.e., RSTARS and ADPICS) 
  • Experience conducting Employee performance evaluation
  • Experience managing Month-End Closeout 
  • Experience overseeing Fiscal Year –End Closeout

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best, Better or Qualified and placed on the employment list for at least one year.  This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.       

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.
