This position is with the Department of General Services, Facilities Planning, Design & Construction Division, based at 301 W. Preston Street, Baltimore, MD 21201.  Project sites are located throughout the State, with travel required as needed.

Main Purpose of Job

The main purpose of this Cost Estimator position is to provide architectural, engineering and construction expertise in support of the department's mission, which includes design and program review, cost estimating, contract negotiations, in-house design/investigations, and technical support during construction oversight functions. This position prepares in-house cost estimates to craft the budgets for design and construction for new and renovation projects at State facilities. This position requires the review of capital projects from an architectural, engineering and construction standpoint, providing technical review comments, cost estimates, and impacts at various stages of design projects. The position also inspects various facilities for condition, and determines costs associated with condition correction, providing cost estimating and value engineering support for project management personnel, and participating occasionally as a member of the committee for A/E Qualification, selection and fee negotiation.


Essential Duties/Responsibilities include:

- Performs technical reviews of capital and capital maintenance projects and programs to create the cost estimate and provide cost saving suggestions. Reviews projects from the program stage through schematic design, design development, construction documents and bidding stages of state facilities, for accuracy and compliance with budget. Attends design review meetings with project management and consulting A/E’s.

- Supports project management personnel. Helps to establish project milestones, cost impacts, review construction cost estimates, and serves as a technical and architectural resource person for value engineering the cost of problems at various facilities and during construction of capital projects.

- Assists the Chief of the Cost Center in escalation projections for State Construction Projects. This information is used by the Department of Budget & Management and the Department of Legislative Services to recommend changes to the Capital Budget.

- Assists the Chief of the Cost Center with budget hearing testimony and preparation documentation. Provides testimony to the Legislative Budget Committees in the absence of the Chief of the Cost Center.

- Special investigations and inspections of State facilities, prepares feasibility studies and building survey reports to include the cost of repair or replacement of building equipment and systems.

- Occasionally participates in the A/E Qualification Committee and selection, A/E fee negotiations and A/E debriefings. Prepares Board items, reviews, and approves invoices.


Education: Bachelor’s degree in engineering or architecture from an accredited college or university.

Experience: Three (3) years of experience as a design or project engineer or architect for large-scale multi-year construction projects.


1. A Master’s degree in engineering or architecture from an accredited college or university may be substituted for up to one year of the required experience.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Civil Engineer Corps or Engineering Aid classifications or Construction Engineering Technician, Technical Engineer, or Civil or Combat Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience and education.


This position is open to applicants who meet the minimum and selective qualification(s) listed below. A selective qualification recruitment is conducted for positions when there is a specific or additional bona fide occupational qualification (i.e. knowledge, skill, or ability) required.

1. This position is directly involved with cost estimating. Candidates must have a minimum of two (2) years working experience in the preparation and review of cost estimates.

2. Experience preparing and using spreadsheets (for example, with Microsoft Excel) is required.


1. The ability to work with multiple project programs and issues concurrently is desirable.

2. Experience preparing budget and conceptual construction cost estimates is preferred.

3. Experience assisting in the review and administration for high-value ($400 million+) programs for design and construction of new and renovated government owned facilities is highly desirable.


Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.


Employees may be required to carry an electronic paging device or provide the employing agency with a telephone number where the employee can be reached after normal business hours.

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring agency to select employees.

Eligible lists may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time spent on such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.


The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
