Main Purpose of Job

The HR Officer III functions as the Assistant Manager for the Correctional Centralized Hiring Unit (CCHU), managing and coordinating daily activities of the Unit. The CCHU is responsible for the completing investigative backgrounds and hiring of all entry-level Correctional Officers to work for the Department of Public Safety and Correctional Services (DPSCS), which includes the facilities in Baltimore, Jessup, Sykesville, Southern Maryland, Eastern Shore, and the Baltimore Pre-Trial Complex. The CCHU is also responsible for performing background investigations for all institutional support staff applicants, Correctional Officer re-certifications; DPSCS promotional and transfer candidates; applicants to Parole and Probation; and vendor contracts. This position also supervises the Pre-employment Drug Testing, Psychological, and Physical, and Polygraph examination process for newly hired Correctional Officers, as well as other mandated staff positions within DPSCS.

POSITION DUTIES

1.      Responsible for ensuring that each Correctional Officer new hire has met all requirements for the position prior to their selection.  For example, completed background investigation, including fingerprint records; submission of all necessary documents; negative drug screen; satisfactory completion of all polygraph, physical and psychological examinations.  Adheres to established Correctional Officer hiring schedule.  Ensures that each deadline is met.  Assigns new hires to positions within each geographical region based on the needs of the agency and as determined by the agency’s administration.  Signs all commitment letters on behalf of the Unit Manager.    

2.      Determines the suitability of institutional support staff applicants and all Correctional Officer “Re-certifications.”  This involves a preliminary review of all pertinent materials and documents.  For example, background investigations, criminal records, application forms, reference information, proof of citizenship and proof of education.  Makes determinations as to the acceptance or rejection of applicants for employment consideration and submits all pertinent background information to the appropriate institution for each institutional support staff applicant or Correctional Officer “Re-certification.”         The incumbent is also responsible for the interview process for all institutional support staff applicants and Correctional Officer “Re-certifications. “ This includes coordination between the incumbent, the HRSD Recruitment Unit, and the lead background investigator to determine a suitable interview date for all parties concerned.  The incumbent will oversee the interview process on the interview day.   The incumbent maintains an accurate and updated database for all institutional support staff applicants interviewed at the Correctional Centralized Hiring Unit.    

3.      Acts as liaison between the Maryland Police and Correctional Training Commission and the Correctional Centralized Hiring Unit.  The incumbent is responsible for supervising the submission of class rosters to the Academy.  In addition, the incumbent supervises the completion of all Application for Correctional Certification Forms for signature by the Manager.  This includes the submission of all “derogatory information” to the Commission.   Prepares correspondence for the Manager’s signature relating to the submission of the AFC forms.  Responds to inquiries from the Training Commission regarding “derogatory information.”  Follows up with the Training Commission to ensure that all Correctional Officers are properly certified.   Brings any problems or concerns to the attention of the Director.  Maintains detailed records of all problems with regard to certification.    

4.      Coordinates the CCHU pre-employment drug test process for new hires to the DPSCS facilities in the Baltimore, Jessup, Sykesville, Eastern Shore and Southern Maryland areas, as well as Cumberland and Hagerstown, including Maryland Correctional Enterprises, Baltimore PreTrial Complex, and Patuxent Institution.  Supervises the Agency Technical Representatives for the Correctional Centralized Hiring Unit.  Gives guidance and direction to subordinate staff in order to properly manage this program.  This requires coordination between the Nursing/Drug Test Unit of the DPSCS, the contractor, and the Department of Budget and Management.    

5.      Coordinates the CCHU pre-employment Psychological Evaluation program for new hires to the DPSCS facilities in the Baltimore, Jessup, Sykesville, Eastern Shore, Southern Maryland areas, as well as Cumberland and Hagerstown, including Maryland Correctional Enterprises, Baltimore PreTrial Complex, and Patuxent Institution.  Supervises and gives guidance and direction to subordinate staff in order to properly manage this program.  This requires coordination between the Psychologist of the Unit, and the IPI testing vendors.    

6.      Oversees the pre-employment Physical Examination process for new hires to the DPSCS facilities in the Baltimore, Jessup, Sykesville, Eastern Shore, Southern Maryland areas, as well as Cumberland and Hagerstown, including Maryland Correctional Enterprises, Baltimore PreTrial Complex, and Patuxent Institution.  Supervises and gives guidance and direction to subordinate staff in order to properly manage this program.  This requires coordination between the Employee Health Unit, physical contract vendor, and Department of Budget and Management.    

7.      Supervises the day-to-day operation of the Correctional Centralized Hiring Unit by ensuring that the clerical, para-professional and investigative staff members are completing all assigned tasks correctly and promptly.  For example, coordinating interview dates, Psychological testing, drug testing, completing background investigations, medical examinations, and hire dates for the selection of qualified applicants.  In addition, the incumbent is responsible for supervising the ordering of all office supplies and postage needed by the unit.    

8.      Responsible for handling all inquiries and complaints from applicants that are not selected for employment.  This includes contact with union representatives, elected officials, other DPSCS personnel, and the general public.  Adheres to agency policy with regard to the dissemination of confidential information.        

9.      Counsel subordinate employees with regard to all rules and regulations pertaining to grievance procedures, disciplinary actions, accrued leave, reclassifications, probationary periods, pay/compensation, smoking policy, sexual harassment, health benefits, employee assistance program, SECU, blood donor program, retirement and death benefits, workmen’s compensation, employee organizations, promotional opportunities, training, etc.    

10.  Monitors the progress of the completion of background investigations to ensure that deadlines will be met in accordance with the established hiring schedule.  Gives guidance and direction to investigative staff with regard to the priority of cases.      

11.  Participates in the planning and implementation of departmental programs.  Works closely with the Unit Manager to implement necessary policy and procedure changes.  Makes suggestions with regard to needed changes in policy and procedure to ensure that the CCHU functions at peak efficiency.    

12.  Responsible for supervising the scheduling of the Correctional Centralized Hiring Unit’s testing room for activities.     

13.  Oversees the maintenance of the Unit to include following up on all maintenance requests.  This includes utilizing the Remedy Ticket system and acting as a liaison between the Unit, Property Management and DPSCS Property Manager.  

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Three years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation.

Notes:

1. Professional HR management work in the areas of recruitment and selection, classification, salary administration, employee-employer relations, or test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.

2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment procedures.

3. Thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for up to two years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

 3 years of experience in reviewing and implementing the Maryland Police and Correctional Training Commissions Guidelines for Mandated Positions as stated in C.O.M.A.R. 12.10.01.

1 year of experience in reviewing employment screening information such as: criminal records history, employment, and neighborhood references.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
