Main Purpose of Job

This position functions as the  Agency's Data Analysis and Quality Management Coordinator. The Data Analysis and Quality Management Coordinator works directly with Agency program directors and staff, Maryland EMS community leaders, external data requestors to identify data needs, access data, identify analysis means, and present results in best interpretive format. Additionally, the position serves as the state's lead EMS quality management educator / facilitator for any quality improvement initiatives. The candidate must understand security and confidentiality requirements when working with PHI and PII.

The Data Analysis and Quality Management Coordinator provide lead analytical capability for databases managed by MIEMSS and ancillary databases procured for MIEMSS. This hand-on position which includes developing SQL Queries, writing SAS programs and utilization of data visualization tools such as Excel to create Pivot Tables and Graphs. Quantitative analyses may include the authorship of descriptive findings, which often includes details of methodology and the conclusion/recommendations based upon those programmatic results.

Additionally the position serves as state's lead EMS quality management educator/facilitator for quality improvement committees and workshops including providing instruction in the application of quality management approaches and methods. Presentations range from individual EMS company initiatives to statewide and national EMS seminars.

POSITION DUTIES

  • Provide lead analytical capability to agency.
  • Developing SQL queries and writing SAS programs.
  • Using data visualization tools
  • Develop and report on agency MFR (Managing for Results) indicators.
  • Serve on the MIEMSS Data Access Committee (DAC).
  • Serve as lead EMS quality management educator/facilitator for quality improvement committees/teams/workshops.
  • Support data analysis efforts of all EMS jurisdictional Operating Programs (EMSOP).
  • Represent agency at Traffic Records Coordinating Committee (TRCC).

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in planning, management, research, statistics, epidemiology or related field.

Experience: Two years of experience in a leadership position in an emergency medical services agency or medical institution with one year of experience in data analysis and/or quality management.  

Substitution: 60 college credits with an emphasis on planning, management, research, statistics, epidemiology or related field and 5 years of experience in data analysis or quality management.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualifications to be considered. Include clear and specific information on your application regarding the qualifications.

  • One year of MS SQL Server experience
  • One year of statistical analysis experience using tools such as SAS, STATA, and SPSS.

DESIRED OR PREFERRED QUALIFICATIONS

  • Master’s degree with emphasis in planning, management, research, epidemiology or related field. Data warehouse experience
  • Experience with Data Visualization tools
  • Experience providing adult education/instruction – Fire/EMS Service, College Level Teaching  Instructor Certification (such as MICRB Certification - Maryland Instructor Certification Review Board)
  • Experience with Grants Management
