Freestate ChalleNGe Academy provides at-risk youth with academic, job skills and life skills training with emphasis on positive values in a structured environment that will give them the hope and opportunity to become productive citizens.

This position is a special appointment and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

This position reports directly to the Director of the Maryland National Guard, Freestate ChalleNGe Academy, and is responsible for the day-to-day operations of the Academy, including staff coordination, scheduling, training, facility and project management.

Provides managerial example and practical direction and supervision to RPM Department, Education Department, Cadre Department, and Medical Assistant. Plans, organizes and facilitates all aspects of RPM Department, Education Department and Cadre Department, and programmatically scheduling for Core Components and Cooperative Agreement mandates. Provides direct oversight to the Medical Assistant. Responsible for reviewing and evaluating program compliance with State, Federal and National Guard rules and regulations. This position ensures there is coordination with a variety of private businesses, civic organizations, governmental programs, schools, military organizations, all branches of the military to include the Guard and Reserves, families of participants and prospective participants.

MINIMUM QUALIFICATIONS

Education: Bachelor’s Degree from an accredited college or university.

Experience: Four years of management experience including; supervision of other employees, overseeing and coordinating the general operations of a unit, responsibility for developing and overseeing budgets, monitoring expenditures, and staff recruitment and retention. One year of this experience must have involved, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience, for up to two years.

 U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Two years experience working with at-risk-youth

Demonstrated verbal and written communication proficiency

Demonstrated experience writing documents, reports, and graphic representations that communicate important information from observations, evaluations or analysis to explain or advance an overall objective of an organization

Demonstrated ability to communicate and work collaboratively with a wide range of stakeholders, and the ability to build consensus

DESIRED OR PREFERRED QUALIFICATIONS

Familiarity with nursing terminology

Familiarity with educational institution or school system

Military, Department of juvenile Services or  Corrections experience

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
