Main Purpose of Job

This position supports the MEMA Risk Reduction Directorate and MEMA's role in the National Capital Region: The position is primarily responsible for the monitoring and oversight required of grant funded projects in the National Capital Region, Maryland and sub-regions to ensure that they run efficiently, comply with federal and state law, and align with Maryland's strategy for reducing risk.

Task include: Developing a comprehensive National Capital Region strategy for the Agency that includes all the NCR funded staff and projects. Represent Agency interests and emergency management mission on the Maryland Homeland Security Executive Committee and HSEC Advisory Council, and working group meetings in the region. Monitor, track, and support all aspects of the Agency’s NCR Grants throughout their lifecycle and ensure reporting is completed as required. Provide rolled quarterly reports to the Agency Executive Staff on the NCR Urban Areas Security Initiative.

This position supports planning efforts and other initiatives in the Disaster Risk Reduction Directorate, including: Participating in preparedness and planning projects and programs Collaborating with others in the Disaster Risk Reduction Directorate on projects and programs aimed at building community resilience, conducting efficient long-term recovery, and reducing risk caused by disasters. Identifies and articulates the Agency's strategy, mission and critical messages.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years of relevant, professional experience, working in program or project management, grants management, emergency management, and homeland security.

Notes:

1. Candidates may substitute additional professional work experience on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

Bachelor's Degree in Business Administration, Finance, Accounting, Homeland Security or Emergency Management, or other relevant field.

Master of Business Administration (MBA), Master of Science in Finance (MSF), Master's in Accounting (MAcc), or other relevant graduate level degree.

Experience managing federal grant programs, including monitoring federal grant-funded projects.

Experience in homeland security and emergency management.

This position requires strong communication and organizational skills, as well as proficiency in the following technologies:

Basic word processing, Microsoft Word, Google Docs, Microsoft Excel and Google Sheets.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

This position is considered emergency essential, and supports emergency functions during times of heightened activity, including operating within an on-call, rotating schedule to attend to all emergencies on a statewide 24/7 basis, supporting the State Emergency Operations Center (SEOC).

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
