Introduction
The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law. Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly. Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.
The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms. The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance. Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law. The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

Main Purpose of Job
The MIA's Examination and Audit Division is recruiting for the position of Insurance Examiner. The ability to travel nationally for extended periods is required for all Examiner positions. This position has multiple levels, which are described below.
POSITION DUTIES
Staff Examiner I, II & III – Conducts financial examinations of Maryland-domiciled insurance companies and may, at the highest level, function as the EIC on small-sized company examinations.
Senior Examiner – Assists in the development of the examination plan, under the direction of the EIC, and adjudicates the most complex financial examinations of small-to-medium sized companies and HMOs. Provides direction to and reviews the work of staff examiners.
Examiner-In-Charge I & II – Plans the examination, assigns and reviews work of staff examiners, coordinates the work of specialists, identifies solvency and other issues, drafts examination reports, and maintains communication with insurance companies as well as the Assistant Chief Examiner and Chief Examiner on the progress of examinations.
MINIMUM QUALIFICATIONS
Education:
· Staff Examiner I & II - Possession of a Bachelor's Degree from an accredited four year college or university with a major in accounting, business, finance or related field, with sufficient accounting credits to sit for the Maryland CPA exam. Evidence of a Certified Public Accountant (CPA), Certified Financial Examiner (CFE) or Accredited Financial Examiner (AFE) designation may be substituted for the accounting credits.
· Staff Examiner III - Possession of a Bachelor's Degree from an accredited four year college or university with a major in accounting, business, finance or related field. Successful completion of all or parts of CPA, AFE, CFE examinations.
· Senior Examiner - Possession of a Bachelor's Degree from an accredited four year college or university with a major in accounting, business, finance or related field. Possession of a certificate as a Certified Public Accountant (CPA), Certified Financial Examiner (CFE), or Accredited Financial Examiner (AFE) designation is required.
· Examiner-In-Charge I & II - Possession of a Bachelor's Degree from an accredited four year college or university with a major in accounting, business, finance or related field. Possession of a certificate as a Certified Public Accountant (CPA), Certified Financial Examiner (CFE), or Accredited Financial Examiner (AFE) designation is required.
Experience:
· Staff Examiner I & II requires zero (0) - one (1) year of experience with a state insurance department, public accounting firm or similar entity, or insurance company in a financial or audit related field.
· Staff Examiner III requires two (2) years of experience with a state insurance department, public accounting firm or similar entity, or insurance company in a financial or audit related field.
· Senior Examiner requires a minimum of three (3) years of experience with a state insurance department, public accounting firm or similar entity, or insurance company in a financial or audit related area.
· Examiner-In-Charge I & II requires a minimum of three (3) - four (4) years of experience with a state insurance department, public accounting firm or similar entity, or insurance company in a financial or audit related area and one (1) - two (2) years as an In-Charge or supervisory capacity.
SPECIAL REQUIREMENTS
Senior Examiner & Examiner-In-Charge I & II
Possession of a certificate as a Certified Public Accountant (CPA), Certified Financial Examiner (CFE), or Accredited Financial Examiner (AFE) designation is required.
