MDH/Office of Health Care Quality, Long Term Care Unit, Catonsville, Maryland

Main Purpose of Job

This position will be responsible for planning, executing, promoting, and supervising the activities of two teams of surveyors in order to ensure the health and safety of Maryland's citizens in health care facilities licensed by the Office of Health Care Quality (OHCQ). This position will also ensure that there is public confidence in the health care and community service delivery systems, through regulatory, enforcement and educational activities.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: Four years of experience in regulatory compliance, facility surveying, quality improvement, or professional work in a health care setting or regulatory agency. One year of this experience must have involved responsibility for directing and coordinating the work of a group of surveyors during on-site health care surveys.

Notes:

1. Graduation from an accredited school of nursing may be substituted for the required education.

2. A Master’s degree from an accredited college or university in a health field or management discipline may be substituted for one year of the non-directorial experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administrations classifications or Health Facilities Architect/Engineering specialty codes in the health related field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have training and experience in a long-term care setting. He/she should also be able to interpret state and federal regulations and have the ability to make decisions regarding any long-term care setting's compliance with state and federal regulations. 

Finally, the desired candidate should be able to accurately document deficient practices.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Nurse graduates must possess and maintain a current license as a Registered Nurse from the Maryland State Board of Nursing.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a Motor Vehicle Operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees appointed to positions in this classification will be subject to call-in twenty-four hours a day.

2. Persons appointed to positions in these classifications will be assigned to various geographic areas on a rotating basis.

3. Applicants must be eligible to participate in training courses for Health Facilities Surveyors as established and sponsored by the federal government. Successful completion of these courses is required for continued surveying activity.
