The Maryland Higher Education Commission (MHEC), is seeking an enthusiastic and energetic individual to fill the position of Staff Specialist II (State Approving Analyst II) in their Veterans Affairs Unit.

Main Purpose of Job

The Staff Specialist II -State Approving Analyst provides professional level services to MHEC in Department of Academic Affairs - Veterans Affairs Unit, and reports to the Associate Director of Veterans Affairs. In accordance with the Annotated Code of Maryland, MHEC serves as the Maryland State Approving Agency (SAA) for Veterans Education & Training Benefits programs (also known as G.I. Bill ® Education Benefits). In this role, MHEC has an ongoing cooperative agreement with the U.S. Department of Veterans Affairs (DVA) to review, approve and supervise post-secondary institutions of higher learning, private career schools, public/private training establishments and employers offering On-the-Job training wishing to participate in the Veterans Education & Training programs.

This position will provide support of Veteran's Education & Training Benefits programs and State Approving Agency (SAA) institutional approval activities, conducting inspection visits, compliance reviews, providing technical assistance to VA Certifying Officials and eligible beneficiaries on the use of their VA Education & Training Benefits.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree.

Experience: Two years of administrative or teaching experience in post-secondary education programs.

Notes:

1. Possession of a master's degree may be substituted for one year of the required experience.

2. Possession of a doctoral degree may be substituted for two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

PREFERRED QUALIFICATIONS:

Experience with state and/or federal Apprenticeship and/or On-the-job-training programs

One year of experience must have involved working directly with Veterans Educations & Training Benefits and administering Veterans Affairs in a higher education setting

Excellent written and oral communication skills demonstrated by collecting, analyzing, and summarizing data using computer software

Candidate must possess an understanding of key postsecondary issues related to veterans

SPECIAL REQUIREMENTS

SPECIAL INSTRUCTIONS:

As part of the screening process, and prior to any offer being made, each candidate’s name will be searched through the Maryland Judiciary Case Search Database.   Any convictions or findings will be referred to the Agency’s Assistant Attorney General to determine eligibility for hire and:

Selected candidates will have to undergo a state criminal background investigation and National Criminal History Check (NCHC) as a condition of maintaining employment in this role.

This position requires extensive travel up to 50% in-state travel and one mandatory overnight trip per year.
