Main Purpose of Job

This position assists the Communications Office Web staff with maintaining the Department of Human Services Inter/Intranet websites.

POSITION DUTIES

Updates the DHS Internet by converting text to Hypertext Markup Language (HTML) format; and maintains electronic record of changes and updates and correct mistakes made by automatic code generators or to refine page formatting. Interacts with representatives from local departments and central office to address modifications to their web pages. Posts information by converting existing documents to hyper-links on the web using web-authoring tools. Designs and formats documents (i.e. spreadsheets, databases and/or graphic files) for posting information onto the web. Creates applications to enhance the website. Develops mobile web based applications to highlight agency services to improve customer services. Develops the content of web pages and edit existing documents into the appropriate format for Internet and Intranet presentations.

MINIMUM QUALIFICATIONS

Education: Possession of an Associate of Arts degree from an accredited college or university in Web Development, Computer Information Technology, Management Information Systems or other information technology related field to include course work in web page design, development and programming.

Experience: None

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and eighteen months of experience using software which converts other documents into web pages; or using web page developmental software; or writing HTML code; or converting data from project specifications by preparing program code using computer programming languages; or evaluating, implementing and maintaining computer hardware and software; or operating, manipulating, and controlling computer systems may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and completion of an approved certification program for Web Professionals sufficient to provide the necessary skills to build and manage an organization’s web site and to coordinate with inside and outside resources to accomplish that organization’s web goals may be substituted for the required education.

3. Experience in web page design, development and programming may be substituted for on a year-for-year basis for a high school education.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Cyber and Information Systems classifications or Cyber and Information Systems specialty codes in the Information Technology field of work on a year-for-year basis for the required education.

 

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

  • Knowledge of Wordpress CMS & PHP
  • Knowledge of Ninja Forms form creation tool
  • Proficient with front-end technologies - HTML, CSS, JS
  • Familiar with WinSCP & Putty
  • Familiar with version control systems such as Git
  • Possess a Master's degree in Technology

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Successful candidates will be placed on the employment (eligible) list. The resulting list may be used for future vacancies with this agency or other state agencies.

BENEFITS

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year. 

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
