Main Purpose of Job

This position is responsible for the development of certain plans, policies and procedures for Child Protective Services (CPS) and Family Preservation Services (referred to as In-Home or Consolidated Services) for Social Services Administration within the Department of Human Services to achieve safety, permanence and well-being needs of children. The incumbent in this position develops training for Administrators, Supervisors and Caseworkers in the Local Departments of Social Services (LDSS) and other child welfare professionals; provides consultation and technical assistance to local departmental staff, governmental agencies, private agencies, and analysts to legislators; monitors local departments for program effectiveness and compliance with State and Federal laws, regulations, and policies; conducts reviews that may require face-to-face discussions with local department Caseworkers, Supervisors, Administrators and Assistant Directors for service; participates in taskforce and committee meetings, workgroups, and may sit on various boards related to child welfare concerns; represents the program and administration on all In-Home related Maryland Children Electronic Social Service Information Exchange (MD CHESSIE) needs.

POSITION DUTIES

Monitors LDSS's for compliance with Federal and State regulations; monitors complex projects of a statewide scope to determine progress and effectiveness; serves on various boards, taskforces and committees with Administrators, Department Heads, Deputy Directors, from local departments and other State agencies; provides assistance to concerned citizens of Maryland by responding to concerns regarding the delivery of child welfare services; consults with local departmental and private agency staff regarding certain casework practices that impact children and their families; consults with local departmental staff on corrective action plans to improve the delivery of child welfare services; provides technical assistance to LDSS's and private child welfare agencies about updates, new policies, and procedures that impact child welfare services; and prepares policy directives outlining program policies and procedures primarily on Child Protective Services and Family Preservation programs with a particular focus on human trafficking of youth. Delivers presentations to professional and lay groups on Maryland's CPS and In-Home programs; prepares budget and Request for Proposals (RFP's) for child welfare related programs and services including contracts with vendors and obtains bids for services as outlined by procurement procedures; uses the Client Information System (CIS) and MD CHESSIE to retrieve case specific information needed to respond to questions and concerns and compile/retrieve aggregate information needed to develop reports on program progress and problems; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a Master's degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience: Six years of professional experience in a social work capacity in a public or private agency or institution, three years of which must have been in administrative, supervisory or consultative capacity.

1.  These requirements are established by the Social Services Administration by authority provided in Human Services §4-204 of the Annotated Code of Maryland and the Department of Budget and Management, Office of Personnel Services and Benefits, does not have authority to accept substitutions or equivalents.

2.  Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:  

1. Five years experience with Client Information System (CIS) and MD Children's Electronic Social Services Information Exchange (CHESSIE)appropriate to represent SSA and child welfare on matters related to designing, building, and testing of the automated system.  

2. Five years experience with prioritizing and multi-tasking effectively.

3. Five years experience with time management, priority setting, and problem-solving skills.  

4. Strong written and oral communication skills.  

5. Flexibility in a busy environment.

6. Two years experience managing a Child Welfare Program in a public or private Child Welfare agency. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates filling positions in this classification must be licensed by the Board of Social Work Examiners.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.
