Main Purpose of Job

This position functions as a Resource Home Policy Analyst for the Department of Human Services (DHS), Social Services Administration (SSA). The incumbent in this position is responsible for providing technical assistance to Local Departments of Social Services (LDSS) on COMAR regulations relating to public/private Resource Homes in the State of Maryland; provides technical assistance with the development of the Maryland State and LDSS's Recruitment and Retention Plans and ensures deadlines compliance; reviews plans, follow-up reports and makes comparison with individual local Recruitment and Retention Plan and State's assessment in accordance with the guidelines of the development of yearly plan; and oversees local department recruitment and retention funding. This position is also responsible for the development of new policy directives and necessary guidance on the development of policies relating to public resource homes; identifies training needs, works with stakeholders and assists the Office of Licensing and Monitoring in the training of private resource parents.

POSITION DUTIES

Monitors LDSS for compliance with Federal/State regulations and policies relating to public/private resource homes; evaluates local department's public resource parent local recruitment and retention plans; provides written feedback for outcome effectiveness and compliance with DHS State Recruitment and Retention Plan in accordance with Federal and State regulations; conducts quarterly public resource home record reviews and oral interviews with local department staff to ensure compliance with Federal/State criminal background requirements; compiles review information into reports to assist with quality improvement; assists with the development and monitoring of the Maryland State Resource Home Recruitment and Retention plan to ensure that LDSS are meeting the needs of the children in care by recruiting and retaining homes that match the needs according to the number of youth in Out-of-Home placement; solicits feedback regarding barriers and strengths; provides technical assistance to overcome barriers to the recruitment and retention of public resource homes; serves as a State liaison to the Office of Licensing and Monitoring as it relates to training and recruitment and public/private resource homes to ensure that Federal and State regulations are being met as mandated; analyzes prospective legislation that impact on Out-of-Home Placement services for all children placed in the Out-of-Home Placement (foster care, kinship care, adoption, independent living) populations as it relates to public/private resource homes; prepares detailed commentary about proposed legislation that includes letters of support, suggested amendments and formal testimony; attends legislative committee hearings for relevant proposed legislation that impacts on children placed in Out-of-Home care; and participates on pending legislation with certain legislators and the rationale for the position; monitors the expenditure of the recruitment and retention annual funds within the LDSS; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a Master's degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience: Six (6) years of professional experience in a social work capacity in a public or private agency or institution, three (3) years of which must have been in administrative, supervisory or consultative capacity.

1.  These requirements are established by the Social Services Administration by authority provided in Human Services §4-204 of the Annotated Code of Maryland and the Department of Budget and Management, Office of Personnel Services and Benefits, does not have authority to accept substitutions or equivalents.

2.  Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

Two years of the required minimum qualification experience must have been with matching youth resource parents and/or seeking specialized placements of fostering and/or adoption.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess the following:

1. Two years of experience in a child welfare program, public or private Child Welfare agency.

2. Two years experience with providing technical assistance in the areas of general, targeted, and child-specific recruitment of foster homes.

3. Five years experience and knowledge of Maryland's Child Welfare System and/or direct experience in working in Resource Homes within a Local Department of Social Services.

4. One year of experience with CIS (Client Information System) and MD CHESSIE (Maryland Children's Electronic Social Services Information Exchange System) appropriate to represent SSA (Social Services Administration) and child welfare on matters related to designing, building, and testing of the automated system.

5. Experience with prioritizing and multi-tasking effectively.

6. Experience with time management, priority setting, and problem-solving skills.

7. Strong written and oral communication skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates filling positions in this classification must be licensed by the Board of Social Work Examiners.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.
