Introduction

The Department of Labor, Licensing and Regulation (DLLR) is accepting applications from all qualified applicants for the position of Webmaster II. This position is responsible for developing and maintaining content for the DLLR Website.

Main Purpose of Job

This position is responsible for developing and maintaining content for the DLLR Website. The position does perform the following duties: 1. Develop, promote and enhance use of Internet technologies to provide greater public access and self service of information and services offered by DLLR programs. 2. Work with the DLLR program units to identify new web content, facilitate change of existing web content, coordinate information, and design and publish program related documents on the Web in order to provide greater public access to DLLR information and services. 3. Develop interactive online applications for DLLR website and Internet that allow the public to complete tasks online.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Organizes, develops and updates the DLLR, GWDB and Intranet web sites in order to maximize the accuracy, presentation of page content. Develops, designs, tests and maintains online interactive applications to allow external and internal customers the ease of completing tasks related to DLLR and Internet services that were previously required by submission of paper documents in person or by mail, or communication by telephone.
  • Provides integration input to units developing Web applications. Reviews work prior to publication on the Web, ensuring 508 disability compliance for the web site as well as testing functionality, reviewing design, and ensuring accuracy and ease of use of customers.

MINIMUM QUALIFICATIONS

Education: Possession of an Associate of Arts degree from an accredited college or university in Web Development, Computer Information Technology, Management Information Systems or other information technology related field to include course work in web page design, development and programming.

Experience: One year of experience in web page design, development and programming.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and an additional eighteen months of experience using software which converts other documents into web pages; or using web page developmental software; or writing HTML code; or converting data from project specifications by preparing program code using computer programming languages; or evaluating, implementing and maintaining computer hardware and software; or operating, manipulating, and controlling computer systems may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and completion of an approved certification program for Web Professionals sufficient to provide the necessary skills to build and manage an organization’s web site and to coordinate with inside and outside resources to accomplish that organization’s web goals may be substituted for the required education.

3. Additional experience in web page design, development and programming may be substituted for on a year-for-year basis for a high school education.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Cyber and Information Systems classifications or Cyber and Information Systems specialty codes in the Information Technology field of work on a year-for-year basis for the required education.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

One year professional experience developing, testing, implementing and maintaining web software applications on IIS 7+ systems using Visual Studio 2012 or later, SQL 2012 or later, and .NET Framework 4.x+ with ASP.NET, VB.Net or C#, jQuery, and Java Script.

DESIRED OR PREFERRED QUALIFICATIONS

Strong Preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s).

Strong experience with MS SQL Server 2012 or later including development of stored procedures, triggers functions and SSIS packages.

Experience with Team Foundation Server or other source code management tools.

Experience developing and delivering software under Agile methodologies Experience applying the following tools for web development and design: Photoshop and related Adobe Suite products, Dreamweaver, HTML, JavaScript, CSS (Cascading Style Sheets), and Web Expressions.

Experience in database design

Experience with uploading and downloading files to web servers

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached or will be furnished with a pager.
