Main Purpose of Job

The main purpose of this position is to audit randomly selected Unemployment Insurance Paid and Denied claims as mandated by the U.S. Department of Labor(DOL). The claims are audited for accuracy and compliance utilizing Law & Policy and other investigative methods in order to identify weaknesses in the UI system and provide corrective action recommendations.

POSITION DUTIES

Work generally involves the collection, analysis, interpretation and adjudication of data and situations when reviewing the following UI eligibility criteria: Monetarily Eligibility; Able, Available and Actively Seeking Work; Benefit Year Earnings; Job Separations; and Job Service Registration as mandated by the U.S. Department of Labor (DOL). This position also involves the analysis of operational programs and procedures while providing recommendations for improvements in the claims process; participation in operational and/or procedural planning processes, as well as the facilitation of program support activities. Actual duties may vary from assignment to assignment, depending upon the workload; as well as cross-training and participating in the U.S. DOL mandated Benefits, Timeliness & Quality (BTQ) quarterly review.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from and accredited four-year college or university.

Experience: Four years of administrative experience in unemployment insurance work involving discretion and independent judgement directly related to unemployment insurance programs.

Notes:

1. Applicants may substitute graduate education for the required experience at the rate of one year of education to one year of experience.

2. Applicants may substitute additional experience as defined above for the required education at the rate of one year of experience for one year of education, for up to four years of the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Human Resources Management classifications or Human Resources Management specialty codes in the unemployment insurance field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Two (2) years of experience adjudication or render decision on benefit cases or the like. Proficient in using Microsoft Word, Excel, Google Calendar, and the Internet. Strong interviewing and interpersonal skills with the ability to ask the appropriate questions in order to obtain all relevant information. The ability to multiple task within required deadlines without sacrificing quality or accuracy. Strong attention to detail and follow-through.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
