Introduction
The Department of Information Technology (DoIT) was created by 2008 legislation in an effort to consolidate state agency information technology functions and policies into one department; elevating the department to one that reports directly to the Governor.
In addition to its larger statewide role, the Department of Information Technology manages Information Technology and Telecommunication services within the agency itself and provides support to state agencies, the Executive Office of the Governor, the Governor’s coordinating offices, and a variety of independent agencies within the Executive Branch.

Main Purpose of Job
Responsible for overseeing the resource sharing program and its associated agreements in accordance with State law. Resource sharing is defined as “the utilization of a State resource by private industry in exchange for the provision to the State of a communication service or other consideration”. Other considerations include financial payments to the State.
Responsible for establishing and maintaining an effective internal control structure; preventing, detecting and deterring fraud, errors and abuse; ensuring economical and efficient operations; maintaining accurate and complete financial records; and safeguarding assets related to resource sharing.
Review, determine value and recommend approval or disapproval of proposed resource sharing agreements.
Effectively Monitor Agreements Executed by State agencies with Telecommunications Companies.
Provide sufficient Accountability and Control to ensure State agencies are in compliance with the law and remain in compliance.
MINIMUM QUALIFICATIONS
Education: A bachelor’s degree from an accredited college or university.
Experience: Five years of experience in evaluating systems, policies and programs.
Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in evaluating systems, policies and programs on a year to year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
One Year Experience in the following:
Experience in maintaining accurate and complete financial records or 6 credit hours of Accounting/Financial courses.
Experience or knowledge in drafting, managing or reviewing resource sharing agreements with telecommunications or IT companies.
Experience or knowledge in establishing and/or maintaining an effective internal control structure, and preventing, detecting and deterring fraud, errors and abuse.
Experience in the management of or leasing of space on telecommunication towers.
