Main Purpose of Job

This position functions as a master level researcher/evaluator within the DJS Office of Research and Evaluation. Projects will involve measuring the effectiveness and fidelity of policies, interventions, and initiatives, analyzing data to identify issues and trends, and generally supporting juvenile services policy-makers and practitioners with analysis, research, and data.

POSITION DUTIES

This position is responsible for participating in the implementation and reporting of: 1) data analyses that respond to questions posed by the Department, the Governor and the Legislature regarding who is being served, services provided and youth outcomes; 2) program evaluations of DJS interventions; 3) research projects undertaken by the Department. This position collaborates with other DJS staff, staff from other youth serving agencies, and/or universities in these activities. This includes keeping current on best practices in juvenile services interventions and evaluation and research methods applicable to the position. This position may also undertake analyses of organizational practices and support implementation of strategic reform initiatives. The highly preferred candidate will possess program evaluation experience in combination with organizational development and statistical analysis backgrounds and education.

MINIMUM QUALIFICATIONS

Education: Possession of a master’s degree from an accredited university with a minimum of nine semester hours, or the equivalent, of graduate coursework in research methodology, theoretical or applied statistics or measurement theory.

Experience: One year of post-master’s experience in statistical research or program evaluation.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Statistician classifications or Statistician and Intelligence Officer specialty codes in the field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

• Two or more years experience in program or policy evaluation
• One or more years experience in a human services field
• A master's degree in social science such as sociology, criminology, psychology, public policy and administration, public health or related discipline.
• Demonstrated ability to employ research and analytical thinking skills
• Ability to design studies, including identifying, gathering, and analyzing data using statistical software appropriate to topic being studied
• Demonstrated ability to interpret and understand implications of data analyses and possess the ability to make clear recommendation based on findings
• Determine appropriate metrics and measures that will help measure progress, reinforce policy, and make adjustments to standing procedures
• Experience working in Excel including pivot tables and charts
• Experience developing PowerPoint presentations
• Open to gaining new skills that support our dynamic objectives

SELECTION PROCESS

Applicants who meet the Minimum Qualifications will be placed on the eligible list categorized as QUALIFIED, BETTER QUALIFIED OR BEST QUALIFIED. Candidates shall be certified to the eligible list for a period of one year. This list will be used by the DJS hiring agency to select employees.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
