Main Purpose of Job

The main purpose of this position is to administer and direct the activities of the Division of Data Management & Quality Assurance within the Air Monitoring Program. The working title is Division Chief. The Division conducts management of ambient air monitoring data for criteria and toxic air pollutants generated by the MD Department of the Environment’s statewide air monitoring network, as well as the precursors of ozone, as mandated by the Federal Clean Air Act and in support of State implementation plan development. The Division is responsible for the validation and quality assurance of ambient air data for the approved monitoring network in the State of Maryland and must ensure consistency with EPA guidelines for quality assurance, data capture and transmittal to the National Air Quality data base AQS.

Data is used for demonstrating attainment status relative to the National Ambient Air Quality Standards (NAAQS), for reporting the Air Quality Index (AQI), input to forecasting and computer dispersion models, various unique visual displays and animations of pollutant concentrations and associated meteorology (real-time and historical), air pollution episode analysis, to determine local and national ambient air quality trends and for use in problem definition and control program development.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university including 30 credits in engineering or the biological, environmental or physical sciences.

Experience: Three years of experience supervising a professional staff or as a project supervisor in the field of Air Management

Notes:  1. Additional experience in engineering, public administration or law as related to environmental health may be substituted on year-for- year basis for the required education.  

2. Applicants may substitute registration as an Environmental Sanitarian or as a Professional Engineer for the required education.  

3. Applicants may substitute one additional year of experience in engineering, public administration or law as related to environmental health for the 30 specialized academic credits.

4. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering, Natural Resources and Science field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • A Master's Degree in Environmental Science and Policy;
  • Two years supervising Ambient Air Quality Monitoring professionals;
  • Familiarity with the Code of Federal Regulations, Title 40 (Protection of the Environment), Part 58, Ambient Air Quality Surveillance.

LIMITATIONS ON SELECTION

This position is limited to permanent and contractual employees of the Maryland Department of the Environment who meet the minimum qualifications.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates appointed to positions in these classifications may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best Qualified, Better Qualified or Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.
