Main Purpose of Job

This one-year contractual position will serve as the Project Director for the Maryland Opioid Rapid Response (M.O.R.R.) grant. M.O.R.R. is a two-year, $20 million SAMHSA initiative currently in year two designed to increase access to and enhance services for individuals with an Opioid Use Disorder (OUD) through reducing unmet treatment need and enhancing prevention efforts. This initiative will close gaps in evidence-based services, design primary and secondary prevention methods and place greater emphasis on peer and other recovery support. The Project Director will be responsible for fiscal and administrative management, oversight of the implementation of the grant, and on-going activities of the project to include supervision of program staff; ensuring the completion of all grant deliverables, monitoring and reporting on jurisdictional adherence with required performance measures, and responding to complaints or concerns related to the project. The Project Director will be responsible for analyzing program data and working collaboratively with jurisdictional implementation teams and other state and local stakeholders to effectively utilize project resources and to maintain an integrated service delivery system, promote public health, sustained recovery and safety for service recipients, families, and communities.

MINIMUM QUALIFICATIONS

Education:    Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.  A copy of your transcript must be attached to the application.

Experience:  Six years professional experience in health services, three of which must have been in professional work related to treatment and services to persons with alcohol or other substance addiction, and four of which must have been at the managerial or supervisory level.

NOTES:

1. Applicants may substitute a master’s or Doctoral degree in a health or human services field for up to two years of the required general experience.

2. A bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the specific degree.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate for this position should possess:

  • experience providing treatment services to persons with alcohol or other substance use disorders (including Medication Assisted Treatment)
  • project management experience
  • experience with grant programs (or other similar administrative or operational experience)

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
