Main Purpose of Job

An Agency Grants Specialist Lead is the lead level of work evaluating grant proposals, distributing grant monies and monitoring and reporting on grant programs. The Infectious Disease Bureau within the Health Prevention and Promotion Administration is dedicated to improving the health of Marylanders by reducing the transmission of infectious diseases, helping impacted persons live longer, healthier lives, and protecting individuals and communities from environmental health hazards. (Mission Statement) The Center for HIV Prevention and Health Services is a services unit of the Bureau, providing essential programs and services for people living with, affected by, or at risk for HIV disease. Major service programs of this Center include: the HOPWA Program; Ryan White Parts B, CDC Cooperative Agreement for HIV Prevention; and the Minority AIDS Initiative. This position serves as Grants and Contracts Compliance Monitor. The main purpose of this position is to manage the fiscal and programmatic compliance monitoring activities that support the work of the Center for HIV Prevention and Health Services. This position is not eligible for employment visa sponsorship.

MINIMUM QUALIFICATIONS

Education:    A Bachelor's degree from an accredited college or university.

Experience:  Four years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.

NOTES: 

1. Applicants may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for each year of the required experience.

2. Applicants may substitute additional experience as defined above on a year-for-year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should have knowledge of the principles, practices and procedures of business and public administration; knowledge of the principles and practices of governmental accounting and budgeting; skill in interpreting and applying laws, rules, regulations and policies related to agency grants; prior experience monitoring expenditures and approving invoices; prior experience monitoring fiscal compliance; and prior experience conducting program audits.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
