Main Purpose of Job

Health Occupations Investigator I is the intermediate level of work conducting investigations of health care practitioners licensed and regulated by the Department of Health's Boards and Commissions. The main purpose of this position is to serve as an assistant investigator to the primary/senior investigator for the following Health Occupations Boards:  Nursing Home Administrators, Acupuncture, Podiatry, Speech Language Pathology/Audiology and Hearing Aide Dispensers, Residential Child Care Administrators, Dietetic Practice and Environmental Health Specialists. Under the daily direction of the primary/senior investigator, this position functions as an independent, self-directed investigator directly responsible for planning, case review, investigation, thorough analysis and determining the strategy necessary to properly prepare a case for prosecution and/or alternative resolution and will assist the primary/senior investigator on some assigned cases and will serve as the primary investigator on other cases. This position conducts highly confidential investigations of assigned complaints lodged against health practitioners for fraud, misconduct or incompetence, by patients, other practitioners, attorneys and other individuals; documents investigative findings through complete written reports; serves subpoenas and disciplinary sanctions; investigates persons applying for reinstatement of licensure after disciplinary sanctions have been lifted; and coordinates investigations with Board Counsel and Prosecutor and Board Liaison if needed.

MINIMUM QUALIFICATIONS

Education:    Completion of 60 credits from an accredited college or university to include 15 credits in criminal justice, law enforcement, criminology or a health field.  A copy of your transcript must be attached to the application.

Experience:  One year of experience conducting criminal investigations including the preparation of analyses and reports for use in legal proceedings.

NOTES:

1. Additional experience as defined above may be substituted on a year-for year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Investigator, Police and Intelligence Specialist classifications or Investigator, Police and Intelligence specialty codes in the criminal investigation field of work on a year-for-year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in these classes may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in these classes may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
