Main Purpose of Job

A Health Occupations Investigator III is the lead level of work conducting investigations of health care practitioners licensed and regulated by the Department of Health's Boards and Commissions. The main purpose of this position is to conduct confidential investigations of assigned complaints lodged against social workers and to investigate individuals applying for initial licensures and reinstatement of licensure after disciplinary sanctions. This position is responsible for fully planning and developing complex cases, including standard of care cases, by analyzing the complaint, preparing written investigative strategies, identifying the relevant facts, determining investigative material necessary for investigation interviews, conduct interviews and field assignments including contacts with health care providers and legal professionals, review treatment records; specifically for standard of care cases, prepare synopses of care provided, draft questions directly pertaining to client's diagnosis, treatment, management and follow-up. This position presents cases to the Board, works with liaison with the Office of the Attorney General onboard matters and testifies at the Office of Administrative Hearings. In addition, this position may provide guidance and leadership to lower level investigators in the development of Board cases, assist in maintaining systems and the development of special projects which ensure all investigators retain appropriate level of knowledge, skills and abilities with respect to investigations, and assist in the implementation protocols and procedures of the Compliance Unit.

MINIMUM QUALIFICATIONS

Education:    Possession of a bachelor’s degree in the field of criminal justice, criminology, law enforcement or an allied health field, (such as nursing, pharmacy, psychology, social work, nutrition, dietetics, speech pathology, audiology) from an accredited college or university.  A copy of your transcript must be attached to the application.

Experience:  Three years conducting criminal investigations, including the preparation of analyses and reports for use in legal proceedings.

NOTE:

1.  Additional experience as defined above may be substituted on a year-for-year basis for the required education.

2.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Investigator, Police and Intelligence Specialist classifications or Investigator, Police and Intelligence specialty codes in the criminal investigation field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have experience conducting confidential investigations, interviewing multiple witnesses, gathering evidence from various sources, determining what information is relevant to the case and the ability to represent the Board at an administrative hearing.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this class may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this class may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
