Main Purpose of Job

The main purpose of this position is to procure all equipment, commodities, and services under the Department's delegated authority in order to meet the operation needs of the Department. Procurements are conducted and performed in accordance with the State Finance and Procurement articles and the Code of Maryland Regulation Title 21.

POSITION DUTIES

Procures all commodities, equiptment, and services for various institutions and departments of the agency. The procurement activies include but are not limited to:

- Reviewing and analyzing purchase requisitions submitted electronically and determines the most appropriate procurement method to be utilized, such as competitive sealed bid or multi-step bid, competitive sealed proposal, sole source, and/or emergency.
- Researches and develops contract specifications including performance and acceptance standards, minimum qualifications of bidders, and payment terms for procurement of services and commodities.
- Ensures compliance and adherence to the State Finance and Procurement Articles, COMAR, and the Board of Public Work Advisories.

Contract Administrative Functions:

- Ensures Contract Compliance by both the vendor and the institutions.
- Oversees and authorizes invoice payments.
- Evaluates contract performance and deliverables are being met.

General Administrative Functions:

- Trains, educates, and informs requestors or procurements on the correct practices, policies and procedures.
-  Provide specialized reports as requested
- Reviews and responds to audit reports and corrective action plans. Implements and monitors corrective action plans assuring continual compliance is met. 
- Assists in Fiscal close out and year end.
- Provides information for budgetary purposes regarding payment history and prices for procurements

MINIMUM QUALIFICATIONS

Education: A Bachelor’s Degree from an accredited college or university.

Experience: One year experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

Notes: 1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year for year basis for up to four years of the required education. 

2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience. 

3. Candidates may substitute the following written certifications, obtained through passing an examination for the required education: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers). 

4. Candidates may substitute U.S. Armed Forces military service experience in Contracting and Industrial Management classifications or specialty codes in the Procurement field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications:

-  Experience training, educating, and informing requestors of procurements on the current practices, policies and procedures of procurements.

-  Experience with performing procurement duties with ADPICS/FMIS (State of Maryland Financial Management Information System).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
