Introduction

The Department of Labor, Licensing and Regulation (DLLR) is accepting applications from all qualified applicants for the position of Agency procurement Specialist II. The position serves as Procurement Officer for the Department of Labor, Licensing and Regulation (DLLR). The position is responsible for the performance level of work in the procurement of equipment, services, constructions, supplies, information technology, and other needs, which must be obtained through competitive or negotiated procurement process.

Main Purpose of Job

This position of Agency Procurement Specialist for the Office of Administration (OOA), Contract and Procurement Unit serves as Procurement officer for the Department of Labor, Licensing and Regulation (DLLR). The position is responsible for the performance level of work in the procurement of equipment, services, construction, supplies, information technology, and other needs, which must be obtained through the competitive or negotiated procurement process. The position is responsible for soliciting, evaluating; negotiating and awarding contracts for the Department in accordance with State Procurement Regulations (COMAR Title 21). This position is also responsible for grants, the corporate credit card and purchasing transactions.

POSITION DUTIES

Duties of this position include, but are not limited to:

Contract Responsibilities:

Adhere to strict compliance with the Annotated Code of Maryland - State Finance and Procurement Article, COMAR Title 21, BPW Advisories, and DLLR procedures guidelines for Agency Procurement Specialists and all DLLR Programs. Includes providing direction as necessary.

Determines proper procurement method for solicitations and obtain appropriate approval to ensure adherence to Procurement regulations. Advises programs on the proper procurement methods and procedures for particular needs.

Purchasing Responsibilities:

Agency Procurement Specialist II as assigned within the Contracts and Procurement Unit to ensure that all Procurement Regulations are being followed and that work is being processes in an accurate and timely manner.

Responsible for reviewing daily work assignments and compiling weekly performance reports for submission to the Procurement Specialist Supervisor.

 
Corporate Purchasing Card:

Shall comply with policies, procedures, and instructions when using the Corporate Purchasing Card.

Corporate Purchasing Card logs are due the 10th of every month.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s Degree from an accredited college or university.

Experience: Two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

Notes:

1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year-for-year basis for up to four years of the required education.

2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience.

3. Candidates may substitute the following written certifications, obtained through passing an examination: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required education.

4. Candidates may substitute U.S. Armed Forces military service experience in Contracting and Industrial Management classifications or specialty codes in the Procurement field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s).

Procurement Experience and/or knowledge to include contracts and bid evaluation, grant awards, bid processes and purchase orders.

Experience with State of Maryland Procurement

Experience utilizing FMIS and ADPICS software

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
