LOCATION OF POSITION

Main Purpose of Job
This position will include the oversight of off-site staff assigned to detention centers and jail facilities. This position is responsible for the overall direction and supervision of Medical Care Program Associates Supervisors, Medical Care Program Associate Lead and Medical Care Program Associate II’s determining Medical Assistance financial eligibility. The Supervisor is responsible for interpreting and applying eligibility regulations and policies, reviewing and processing complex eligibility applications, conducting case action reviews to ensure accurate and timely completion of application processing, analyzing current policies and procedures and recommending revised or new policies and procedures, and serving as a liaison to other State, Federal and Local Government and private agencies. This position tracks information and compiles statistical reports relating to productivity, timeliness, and accuracy. The Supervisor must establish and maintain effective working relationships with the Director, Assistant Directors, and other supervisors and subordinates both inside and outside of the Maryland Department of Health. Additionally, the Medical Care Program Specialist II must exercise tact and discretion when dealing with constituents who are denied Medical Assistance, or their advocates.
Candidate will undergo extensive criminal background checks provided by the Department of Public Safety and Correctional Services
Must have a valid Driver's License
Education: A Bachelor's degree from an accredited college or university.
Experience: Three years of administrative or professional experience developing or applying policies and regulations in medical assistance, health insurance, federal or State entitlement programs.
1. Additional administrative or professional experience applying policies and regulations in medical assistance, health insurance, federal or State entitlement programs or in a health or human service program may be substituted on a year-for-year basis for the required education.
2. A Master's degree in the related field of work can be substituted for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Operational Analyst classifications or Health Services Management specialty codes in the health related field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
The successful candidate should have experience with Correctional Services, be able to conduct interviews and interact well with others. Prior Medical Assistant case manager experience would also be helpful.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
