Main Purpose of Job

Responsible for budget development and preparation, monitoring of expenditures, budget projections and control, and analysis of spending on the programs for Baltimore City Department of Social Services in conjunction with both budgeted and non-allocated programs. Responsible for the certification of available funding for requested expenditures. At all times, the incumbent will provide customer service to both internal and external customers that meet or exceed the standards set by the Department.

POSITION DUTIES

On an annual basis, develop the budget of various programs of Baltimore City Department of Social Services (BCDSS) assigned to this position utilizing the latest management analysis tools and the budget preparation instructions of the Maryland Department of Budget and Management (DBM), the Budget Management Division of the Department of Human Services (DHS) and Finance Office of BCDSS. Specialists are expected to use modern business techniques of data collection and analysis including but not limited to trend analysis, zero-based budgeting, formular-driven and incremental budgeting to formulate budget requests recommendations and justifications. Specialists are expected to produce fiscally prudent budget requests within the budgetary parameters, guidelines and timeframes established by BCDSS Finance as well as DHS Budget Management Division and Maryland Department of Budget and Management. On a daily basis, Specialists are expected to monitor and stay abreast of the current levels of spending within all of their assigned programs to insure that expenditures align with available resources and allocations to avoid deficit spending. On a daily basis, Specialists are expected to recommend approval or disapproval of spending requests based on the availability of funding in the appropriate programs within the appropriate objects/sub-objects/subprograms. Specialists are expected to monitor on a daily basis, as well as produce quarterly reports on, the Non-Allocated and Flex Fund Expenditures to ensure compliance with spending guidelines and fiscal prudence, and avoid deficit spending.

MINIMUM QUALIFICATIONS

Education:    A Bachelor's degree from an accredited college or university.

Experience:  Three years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience.

2. Candidates may substitute additional experience as defined above on a year-for-year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess:

1. Two years of experience reconciling financial records or conducting detailed analysis and projections. 

2. Two years of experience managing and monitoring multiple budgets/expenditures.

3. Two years of experience comparing AND merging spreadsheet data using Microsoft Office Excel.

4. Two years of experience using Microsoft Office Word and Excel to create reports and spreadsheets.

5. Bachelor's Degree Major in one of the following areas - Accounting, Finance, Business Administration or similar fields.

6. Good organization skills and ability to multi-task.

7. Good problem solving skills in a busy environment.
