Main Purpose of Job

The main purpose of this position is to assist the Maryland Department of Health (MDH) Budget and Management Director to direct operations of the Budget Management Office. This Office is responsible for the preparation and management of operating budgets for each of the Department's 51 programs with an aggregate total in Fiscal Year 2019 of $14.4 billion. This position will be responsible for preparing, presenting, and executing agency budgets for the following units: Office Health Care Quality, Laboratory Administration, Office of Preparedness and Response, Board and Commissions, Board of Nursing and Board of Physicians. These units' annual budgets total $122.3 million of which $60.1 million are salary expenditures.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Three years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute graduate education in Accounting, Business Administration, Economics, Finance, Political Science or Public Administration at a rate of 30 semester hours for one year of required experience. ***A copy of your official or unofficial transcript(s) should accompany your completed application.*** 

2. Candidates may substitute additional experience as defined above on a year-for-year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required education and experience.
