Main Purpose of Job

The Prevention and Health Promotion Administration's (PHPA or Administration) mission is to protect, promote and improve the health and well-being of all Marylanders and their families through provision of public health leadership and through community-based public health efforts in partnership with local health departments, providers, community-based organizations, and public and private sector agencies, giving special attention to at-risk and vulnerable populations. This very large Administration was formed through the consolidation of three (3) smaller Administrations (Community Health Administration, Family Health Administration and AIDS Administration), all of which existed as separate entities as recently as July 2009.

The Agency Budget Specialist Lead's primary responsibility is to provide budgetary, accounting and other fiscal support to PHPA programs housed at 500 N. Calvert Street. Assigned program areas include: HIV/AIDS, tuberculosis, sexually transmitted infections, and immigrant health. Under the direction of the Fiscal Chief supervisor, this position carries out a variety of duties and responsibilities. This position assists with PHPA annual budget preparation and quarterly budget expenditure projections; provides comprehensive federal fund grants financial management including establishment and maintenance of a system to record and monitor incoming federal grant revenue and tracking of grant expenditures; assists with timely completion and accuracy of periodic federal grant status reports to meet federal requirements; reconciles accounts receivable control accounts (special emphasis on pharmacy drug rebates); and reviews ledgers to ensure accuracy and initiate adjustments as needed. Also, this position directly supervises an Agency Budget Specialist II position which assists this position in carrying out assigned duties and responsibilities. Finally, this position assures adherence to State and federal regulations and all special conditions associated with the various fund sources of assigned program areas.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience.

2. Candidates may substitute additional experience as defined above on a year for year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant will have experience in monitoring multiple budgets and expenditures as well as projecting and tracking costs.

Applicant should be proficient in utilizing accounting principles.

Excellent Microsoft Excel and Microsoft Office software skills.

Working knowledge of federal awards.

Ability to conduct detailed analysis while performing in a fast-paced setting.

Ability to multi-task. 

Good organizational, written and oral skills.

Ability to learn and retain information quickly.

Applicant should have experience interacting and providing excelled levels of customer service with work-related partners. 

Ability to analyze situations and provide viable alternatives/solutions while making sound decisions.

Applicant should have experience supervising employees.

Knowledge of the MDH financial system is a desirable quality.
