Main Purpose of Job
This position manages budgetary and expenditure monitoring activities, complex fiscal reporting and analyses, fiscal services to include invoice approvals, travel requests, year-end closing activities, and contractual services for the Family Investment Administration (FIA). The position manages the formulation and preparation of the annual operating budget request for the Director's Office (administering agency for public assistance programs), Maryland Office of Refugees and Asylees, Office of Home Energy Programs, and other programs to include but not limited to, the Temporary Emergency Food Assistance Program, and Maryland Emergency Food Program. The position develops annual goals and objectives for the budget unit and formulates recommendations to improve fiscal operating efficiencies. The incumbent coordinates the development, implementation and monitoring of the fiscal portion of FIA contracts and reviews grants and other contractual services agreements.
POSITION DUTIES
This position formulates FIA budgets, coordinates and monitors expenditures, and prepares and finalizes reports as required by the Department, State and/or Federal Government and other funding sources; manages the Administration's annual operating budget process for four programs; trains FIA budget liaisons on the budget preparation process, requirements and preparation of special projects like cost containment exercise; identifies spending patterns, initiates and monitors the execution of Spending Plan Amendments and Budget Amendments as necessary; makes recommendations for new budget submissions accordingly; ensures fiscal and contract activities are in compliance with state, federal and DHS funding guidelines; supervises and manages FIA professional staff to ensure efficient and effective budgetary and fiscal operations and productivity; and performs other related duties as assigned.
MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.
Experience: Five years of experience in budget preparation, presentation and execution.
Notes:
1. Candidates may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience.
2. Candidates may substitute additional experience as defined above on a year for year basis for the required education.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.
The ideal candidate will possess:
1. Three years of experience formulating budgets, monitoring and reconciling expenditures.
2. Two years of experience in accounts payable processes.
3. Two years of supervisory experience.
4. Proficient in Excel-developing workbooks.
5. Knowledge of State and Federal fiscal regulations.
