Introduction

This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within the classifications must re-apply.

This Recruitment is limited to permanent and contractual employees working with the Maryland Department of the Environment.

Main Purpose of Job

The main purpose of this position is to serve as the Section Head of the Investigations & Remediation Section in the Solid Waste Operations Division (SWOD), Solid Waste Program. This Section is responsible for the review of environmental monitoring data, remedial investigations and plans, groundwater and gas monitoring plans, and for performing related technical functions concerning solid waste, sewage sludge, and natural wood waste facilities. The data reviewed largely consists of groundwater monitoring data for all of the landfills in the State, and as such significantly contributes to the Department's Safe Drinking Water MMR goal. The Section Head is responsible for supervising a professional staff in the activities of the section to accomplish the Program's goals, and for performing a variety of administrative, supervisory, and technical functions related to Program, Administration, and Departmental goals.

Working conditions of the position are as follows:

·        Work will occasionally involve exposure to uncomfortable or unpleasant surroundings, such as landfills, illegal garbage dumps, sewage sludge sites, and other locations which may be considered odorous or unsightly.  Travel by vehicle, and walking on rough terrain, is required;

·        Work involves exposure to hazardous conditions which may result in injury.  Landfills and other waste disposal sites are typically busy places with heavy equipment and truck traffic, which can present a danger to the employee.  Also, the job entails some opportunities for exposure to known or unknown waste materials that can pose risk through physical, chemical, bacteriological, or radiological hazards for which training is provided.  This position requires the use of protective equipment such as goggles, gloves, mask, etc.  Special EPA-approved personnel protective training to use specialized equipment such as supplied-air respirators is required, and is provided.  Training required includes a 40-hour EPA- and OSHA-approved training session, as well as annual 8-hour refresher training. 

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science.

Experience: Six years of experience performing professional geological work.

Note:

1. Possession of a Master’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science may be substituted for the required education and one year of the required experience.

2.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in physical science classifications or physical science specialty codes in the geology field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate have the following: 

·     Experience in the review of groundwater and methane gas monitoring data, and remedial investigations and plans;

·     Knowledge of laboratory sampling procedures for regulated constituents in ground and surface water;

·     Proficiency with MS applications (Excel, Word, Access);

·     Attention to detail and highly effective with organization skills including the ability to manage multiple tasks and deadlines simultaneously in a fast-paced environment;

·     Excellent verbal and written communication skills;

·     Must be flexible to work beyond normal hours, if necessary.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Depending on the assigned essential functions of the work, employees in this classification may be required to successfully complete and maintain certification as specified in the U.S. Department of Labor, Occupational Safety and Health Administration Regulations (Standards-29 CFR) 1910.120 Hazardous Waste Operations and Emergency Response. Information about these regulations is available in the Human Resources Office of the Maryland Department of the Environment or may be obtained at the Occupational Safety and Health Administration Website.

SPECIAL REQUIREMENTS

1. Employees in this classification may be required to walk over rough or unstable terrain or over long distances while wearing personal protection equipment, such as respiratory protection equipment.

2. Employees in this classification may be subject to ongoing medical testing in accordance with the U.S. Occupational Safety and Health Administration Regulations (Standards - 29 CFR) 1910.120 Hazard Waste Operations and Emergency Response.

3. Employees in this classification may be subject to call-in on a twenty-four hour basis and, therefore, will be required to provide the employing agency with a telephone number where they can be reached or carry an electronic pager.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best, Better and Qualified and placed on the cert list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.  

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service
