The  Department of Housing and Community Development has an immediate opening for an Assistant Director in the Division of Neighborhood Revitalization.  The candidate must be a positive leader experienced with community development, financial management, and loan or grant administration.   The successful candidate will understand federal and state policies for grant funding, have strong written and verbal skills, the ability to analyze data, have a basic understanding of system automation, and strong interpersonal skills.

LOCATION OF POSITION

2 N. Charles Street, Baltimore, Maryland 21202

Weekly travel to the Department of Housing and Community Development's Headquarters located in Prince George's County at the New Carrollton Metro Stop.

POSITION DUTIES

This position will be responsible for assisting with the operational support of four programmatic offices within the Division of Neighborhood Revitalization.  The incumbent of this position will serve as the lead for development and implementation of a strategy for automation of the Division’s programs, coordinate the Division’s reports and provide leadership and guidance for financial systems. 

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Six years of administrative or professional experience to include three years of financing experience or providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.

Notes:

1. Additional administrative or professional experience as defined above may be substituted on a year-for-year basis for the required education.

2. Additional job-related education may be substituted for up to two years of the required experience at a rate of thirty credit hours for each year of experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of experience administering and managing public funds for nonprofits and/or governments.

DESIRED OR PREFERRED QUALIFICATIONS

Experience developing an automated grants management system

Familiarity with grants accounting within government and life-cycle grants management, workflow and process management

Experience with Federal grant programs

Ability to analyze financial information and express analysis as written and oral communication

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
