The Division of Finance and Administration is seeking a Senior Level Director of Budget Analysis for our Finance Team.  This incumbent will be responsible for managing a controller position with three to six (3-6) analyst positions operating in a fast paced and deadline driven environment.

LOCATION OF POSITION

7800 Harkins Road, Lanham, Maryland 20706. 

The Department of Housing and Community Development's Headquarters Office is located in Prince George's County across from the New Carrolton Metro stop.

Main Purpose of Job

This position will be lead on all budget discussions with other State agencies and executive staff within Department of Housing and Community Development, coordinate and prepare legislative testimony, analyze and project trends in revenues and expenses, and hire, train and coach a professional team in budget analysis, State and Federal policies, new program setup and general communications with program staff. This position will be responsible for ensuring all deadlines for the unit are met with satisfaction, including the annual capital and operating budget submission. In addition, this position will also be responsible for process improvements, developing desk procedures, and oral and written financial presentations to executive staff.  The successful candidate must be able to work independently, be comfortable working with auditors, take initiative and coach a team of professionals to meet stringent deadlines.  Must have experience in financial analysis, trending and excel skills utilizing financial formulas.

MINIMUM QUALIFICATIONS

Education: Bachelor’s Degree from an accredited four-year college or university, preferably in Finance, Accounting, or Business Administration.             

Experience: Five years of experience in budget formulation and testimony, accounting, and financial analysis (trend models, regression analysis, variance analysis).  Two years must have involved supervision of professional finance employees, responsibility for program development or operations.

SELECTIVE QUALIFICATIONS

Two years of budget management experience, including written and oral testimony in defense of budget request.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to individuals with experience in state or local budget, policy and legislative processes; budget preparation, and programmatic or financial analysis.

Successful candidates will be placed on the employment (eligible) list for at least one year. Eligible list may be used to fill future vacancies of the same classification.
