The Department of Housing and Community Development's Headquarters Office is located in Prince George's County across from the New Carrollton Metro stop.
POSITION DUTIES
The Division of Finance and Administration - Finance Team is seeking a qualified candidate to serve on a senior level as Director for Grant Fund Accounting. This position will manage the Fund Accounting unit with 1 Controller position and 8 accountant professionals. The unit is responsible for managing and accurately accounting for federal awards received by the Department of Housing and Community Development. This position also works closely with program staff on new grant applications or other municipal awards, loan servicing of State assets, portfolio analysis, including risk management and calculation of projected losses, State budget formulation and management, coordination with program and governmental agencies, reconciliations, and reporting, including Cash Management Investment Act (CMIA) reporting.
The successful candidate must be able to work independently, be comfortable working with auditors, take initiative and coach a team of professionals to meet stringent deadlines. Must have experience in financial analysis trending and excel skills utilizing financial formulas.
MINIMUM QUALIFICATIONS
Education: Bachelor’s Degree from an accredited four-year college or university, preferably in Accounting, Finance or Business Administration.
Experience: Five years of experience in accounting, financial analysis, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles. Two years must have involved supervision of professional accountant employees, responsibility for program development or operations.
SELECTIVE QUALIFICATIONS
One year of experience managing federal grants with the State of Maryland.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to individuals with experience in state or local government budgets, policy and legislative processes; budget preparation, auditing and programmatic or financial analysis.
