Main Purpose of Job

The Election Supervisor II of the Frederick County Board of Elections is responsible for ensuring the registration of new voters and the maintenance of voter registration records for approximately 170,000 registered voters in compliance with Federal, State, and Local statutes. The employee supervises other Election Clerks and support staff to complete all tasks in an accurate and efficient manner and may have additional administrative responsibilities related to the entire office operation.

POSITION DUTIES

Supervision of Voter Registration Data Entry:

  • Supervise Election Clerks and other support staff in performing data entry into MDVOTERS. Data entry must be performed accurately in accordance with the Registration and Election Laws of Maryland, COMAR, federal election laws, local election laws, the applicable Standard Operating Procedures, and office policies and procedures;

Quality Control:

  • Spot check work performed by data entry staff for quality control in adherence to the Registration and Election Laws of Maryland, COMAR, federal election laws, local election laws, the applicable Standard Operating Procedures, and office policies and procedures so that voter registration records and election related information is accurate and correct;

Train Staff Members:

  • Train regular staff and other support staff in the full range of data entry in MDVOTERS in adherence to the Registration and Election Laws of Maryland, COMAR, federal election laws, local election laws, the applicable Standard Operating Procedures, and office policies and procedures;

Specialized Voter Registration Work:

  • Perform the full range of specialized voter registration work in adherence to the Registration and Election Laws of Maryland, COMAR, federal election laws, local election laws, the applicable Standard Operating Procedures, and office policies and procedures;

Special Projects:

  • Coordinate and direct special projects when assigned in adherence to the Registration and Election Laws of Maryland, COMAR, federal election laws, local election laws, the applicable Standard Operating Procedures, and office policies and procedures. This includes, but is not limited to, preparation of election supplies, supervising the issuance and canvassing of Absentee Ballots, and directing the review of Provisional Ballot Applications prior to the Provisional Ballot Canvass;

Assist Administration:

  • Assist in the administration of the office in accordance with the Registration and Election Laws of Maryland, COMAR, federal election laws, and local election laws, the applicable Standard Operating Procedures, and office policies and procedures;

Direct Staff Responses:

  • Direct the responses of staff to inquiries regarding election procedures by telephone, email, mail, and/or in person in adherence to the Registration and Election Laws of Maryland, COMAR, federal election laws, local election laws, and office policies and procedures so that the public will receive accurate and timely information.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience applying election laws, rules and procedures in a local election office.

Notes:

1. Specialized clerical experience may substitute for the required experience applying election laws, rules and procedures in a local election office at the rate of one year for each six months of the required election office experience. Specialized clerical experience is defined as work in an office which requires reviewing, verifying and interpreting information in order to make determinations and resolve work problems in accordance with policies, regulations, guidelines and procedures.

2. General clerical experience may substitute for the required experience applying election laws, rules and procedures in a local election office at the rate of two years for each six months of the required election office experience. General clerical experience is defined as work performing a variety of clerical duties which are clear-cut and typically found in office settings, such as filing, copying, posting data and directing telephone calls.

3. College courses from an accredited college or university may be substituted for the required experience at the rate of 30 credit hours for one year of experience.

4. Additional experience applying election laws, rules and procedures in a local election office may be substituted for the required education on a year-for-year basis.

DESIRED OR PREFERRED QUALIFICATIONS

1. Experience supervising other support staff in a local election office.

2. Experience conducting performance evaluations.

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, Section 2-207(d).

2. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).
