Main Purpose of Job

This position serves as a Policy Analyst for the Out-of-Home Placement Program within the Department of Human Services (DHS), Social Services Administration (SSA). The incumbent in this position institutes changes in policies, operational standards, and service delivery across all Out-of-Home Placement service programs; assists with the development, implementation and monitoring of certain Child Welfare programs, in coordination with the Local Departments of Social Services (LDSS's) and other service providers, both public and private; monitors local departments' for program effectiveness and compliance with State regulations and represents the Out-of-Home Placement Unit in the community by participating in workgroups, boards, committees and other activities in order to foster independence and safety for the State's vulnerable children and families.

POSITION DUTIES

Analyzes prospective legislation that impacts out-of-home placement services for all children placed in the out-of-home placement (foster care, kinship care, adoption, independent living) populations.

Prepares detailed commentary about proposed legislation including letters of support, suggested amendments, and formal testimony.

Attends legislative committee hearings for relevant proposed legislation that impacts children placed in out-of-home care.

Participates on pending legislation with legislators; interprets and writes regulations and policy based on the legislation that has either passed at the Federal or State level.

Participates with Federal partners to discuss implications of Federal regulations as they impact on out-of-home placement foster care services in Maryland.

Develops certain policies and procedures that will lead to implementation of new legislation.

Informs local departmental staff about the changes from the new legislation delivery of services to children and their families that are in the out-of-home placement foster care program.

Provides assistance to concerned citizens of Maryland by responding to various allegations about the delivery of services by staff in out-of-home placement.

Prepares responses on behalf of the Governor, Lieutenant Governor, DHS Secretary, Executive Director for Social Services Administration, and the Program Manager for out-of-home placement services.

Provides technical assistance to LDSS and other State agencies (i.e. the Maryland Department of Health (MDH), Department of Juvenile Services (DJS), the Maryland State Department of Education (MSDE), Citizen Review Board for Children, Governor's Office on Children) on matters related to the delivery of out-of-home placement services.

Prepares, reviews, and analyzes out-of-home placement program budget for the impending fiscal year; makes recommendations to determine if there is new legislation or other legal mandates that may require adjustments to the baseline budget.

Prepares the baseline program budget for the experience and expansion needs.

Prepares justification statements and submits for review; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

SELECTIVE QUALIFICATIONS

Two years of the required minimum qualification experience MUST have been in a child welfare program.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualifications. Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess the following:

1. One year of experience in a Child Welfare Program, such as the Ready by 21 Program, Transitional Age Youth (transitioning from foster care to adulthood), or consulting and providing training and guidance on out-of-home placement.

2. One year of experience in communicating with internal and external customers.

3. One year of experience using Microsoft Office Suite Applications such as Word, Excel, PowerPoint, etc

4. Demonstrated skills in effective time management, priority setting, multi-tasking, problem solving, and critical thinking.

5. Flexibility in a busy environment.
