Main Purpose of Job

The main purpose of this position will be to serve as the initial contact for all staff and managers related to recruitment, benefits, pay and compensation, training and development, and separations. This position will work under the human resources authority delegated to the St. Mary's County Health Department, and may perform at the moderate to general proficiency level with some ability to independently respond to inquiries, prepare HR documents for signature, initiate personnel actions via the Workday system, research issues and concerns to make recommendations to the HR Director for final action/resolution.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of general clerical or administrative support experience at least one year of which must have been paraprofessional personnel experience involving the application of public sector procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate for this position should possess:

  • Experience performing human resources related functions with a government entity (i.e. research policies/procedures to respond to staff inquiries, conducting new hire orientation to explain benefits, employment, pay/compensation, and time and attendance)
  • Well organized, customer service focused and understands the need to pay attention to detail
  • Ability to work in a fast-paced and goal-oriented environment
