Introduction

The Public Service Commission has a position for an Administrative Specialist I in their Transportation Division. The Transportation Division enforces the laws and regulations of the Commission pertaining to the safety, rates and services of certain types of transportation companies operating in intrastate commerce. The division monitors the safety of the carriers operations, rates and schedules of service, and matters regarding the adequacy and quality of service for passenger carriers, railroads, and taxicabs in Baltimore City, Baltimore County, Cumberland and Hagerstown.

Main Purpose of Job

To manage the Common Carrier applications and insurance programs in the Transportation Division which manages and coordinates the Public Service Commission's regulatory programs involving the safety, rates and service provided by the intrastate passenger carrier and taxicab industries in order to assure that the public has access to safe, reliable, and economical transportation. This position processes new carrier applications, vehicle additions and deletions to fleets, insurance filings on regulated carriers, and insurance related citation issues, applying and interpreting law, policy and regulations for the public and other Transportation Division staff.

POSITION DUTIES

Review, process and prepare written recommendation for new carrier applications to grant operating authority as charter contract or regular schedule passenger carriers

Preparing letters, memorandums and Orders for all approved new carriers and performing data entry

Reviewing, approving or rejecting and performing data entry of vehicle addition information, insurance and inspection certificates

Manage insurance program to ensure compliance with COMAR 20.95.01 and be familiar with all federal and state safety regulations

Refer carriers that have not complied with insurance requirements to the Assistant Director for issuance of a civil penalty

Prepare comments and recommendations of civil penalties of non-compliant carriers

Prepare and send memos for hearing requests

Prepare and deliver competent testimony at hearings as scheduled and other general office duties

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: None

Notes:  

1. Candidates may substitute one year of experience in administrative or professional work for the required education, at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies  on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

One year of experience using Microsoft Word and Access or similar database

Prior or current experience working with the Public Service Commission or another regulatory agency

Experience monitoring compliance with regulations or law

Experience testifying in court-like settings or making presentations to a group

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
