Main Purpose of Job

The main purpose of this position is to provide support to administrators or administrative staff within the Human Resource Services Division. This position requires basic knowledge of Federal, State, Departmental and Institutional directives, rules, laws, regulations, and procedures related to various human resource function. This includes, but is not limited to on-the-job injuries, medical absences, employee benefits, retirement, and employment verifications. The essential duties performed by the incumbent are critical as errors, omissions, or delays may impact employee compensation and benefits.

POSITION DUTIES

  • Answer telephone calls on Human Resources Call Center line and provide information requested or appropriately direct callers.     
  • Provides information to callers regarding laws, rules, regulations, operations and procedures governing Family and Medical Leave Act, worker’s compensation, Americans with Disabilities Act, disability, leave programs, and other Human Resources personnel related matters.
  • Process employment verification requests. Process requests for third party insurance claim forms. 
  • Identify process changes to improve operational efficiencies.  
  • Assist Human Resources Services Division Administrators with the implementation of improvement initiatives and new business processes.
  • Assist in the review and verification of invoices for Employee Health Services.
  • Provide prompt and efficient responses to telephone, email, US mail, inter-office correspondence, or other electronic inquiries/requests.
  • Process and disseminate electronic and US Mail to appropriate Human Resources recipients. 
  • Obtain material from a variety of sources to be used for reports to address or handle inquiries.
  • Maintains important and confidential records, schedules, expense accounts and office supplies
  • Schedule medical appointments with Injured Workers' Insurance Fund providers or the State Medical Director as requested.
  • Responds to the end users and proactively suggest changes/updates to various Human Resources Services Division processes to ensure maximum protocol adherence, required documentation, and increased customer satisfaction.
  • Communication:
  • Prepare letters, memos, emails and other written communications pertaining to case management. 
  • Prepare work activity reports, including monthly statistics. Maintain confidentiality in accordance with policies and procedures.
  • Partner with Human Resources Partners and other stakeholders to improve communications and address issues that may arise.
  • Use word processing, database, spreadsheet or desktop publishing computer software applications in order to prepare reports, charts, graphs or other documents.
  • Enter, update, verify and retrieve data using computer data base or spreadsheet software applications.
  • Serve as an Human Resources liaison to facilitate information exchange between Injured Workers' Insurance Fund claims adjusters, Employee Health Services Case Managers, Operational Support Units, Department of Budget and Management, Human Resources partners, medical providers, and employees.  

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: None

Notes: 

1. Candidates may substitute one year of experience in administrative or professional work for the required education, at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies  on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required:

Six months coordinating with a third party insurance company

Six months of experience in the insurance industry and/or health care industry

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
