Main Purpose of Job

The incumbent is this position protects the integrity of the Department's Family Investment Administration benefit programs, and provides management information to the Department's Family Investment Administration staff in the Central office and in the Local Departments of Social Services, by providing administrative and managerial oversight of program audits for the Bureau of Quality Control.

POSITION DUTIES

Ensures quality and timeliness for the completion of a statistically valid sample of about 125 field audits and evaluation reports each month; provides customer service to both internal and external customers that meets or exceeds the standards set by the Department at all times; administers and manages field audits for a unit of six to eight Analysts; ensures the accuracy of all imaged documents and screen shots performed by the Analyst; recommends corrective action and improvements in policy, systems and office procedures as a result of evaluations of audit findings; and oversees assigned special projects, etc.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

1. Three years experience in determining eligibility for the Food Supplement and Temporary Cash Assistance programs.

2. Experience and use of personal computer software such as Word, Excel and accessing mainframe computer programs such as Child Support Administration (CSA), Client Automated Resource and Eligibility (CARES), Enterprise Content Management Solution (ECMS), Program Integrity Reporting and Management Information Database (PIRAMID), State Verification Exchange System (SVES), Maryland Automated Benefits System MABS), MyDHR, Adobe Professional and scanning.

3. Knowledge of the Family Investment Administration and Child Support Administration programs, policies and procedures.

4. Demonstrated written and oral communication skills.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
