Main Purpose of Job

This position reports to the Director of the Maryland Office for Refugees and Asylees (MORA) for the Department of Human Services. The position provides refugee’s employment oversight and represents MORA in other state and local government agencies. The incumbent in this position provides internal programmatic trend information and national trend data on best practices for refugee training and employment; collaborates with other states to develop national best practices and shares outcomes with local colleagues and MORA grantees; monitors program performance and provides leadership to network grantees in providing employability services, English Language Training (ELT), Cultural Orientation, employment training and placement for refugees; monitors program performance to achieve and maintain quantifiable outcome measures reported to the DHS Stat measures, and Government Performance Results Act measures (GPRA).  

 

POSITION DUTIES

Serves as a Statewide technical expert in program planning and evaluation involving refugee resettlement; oversees the collection, presentation, and analysis of periodic and trend statistical data concerning contractor program performance; develops and implements rules, regulations, standards and controls for carrying out the work of the assigned program; formulates and delivers recommendations to MORA management regarding needs for changes in programs, based on data analysis, changes in refugee population, and local job market factors; oversees the programs for all MORA grantees providing ELT, Cultural Orientation, Workforce Development, Refugee School Impact Grant, and Older Refugee Service Contracts; provides leadership to MORA contractors that provide employability services and employment placement of refugees; leads monitoring visits; informs workforce development grantees of Federal policies and State regulations affecting service provisions; leads the development of internal and external reports; oversees the development of workforce development procurement documents; coordinates with the Office of Attorney General to ensure procurement documents meet required legal standards; serves as panel reviewer for MORA grants; evaluates efficiency of operations; develops, revises, recommends new policies standards, and workflow procedures using new technology; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of experience in the administration of a human
services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes: 1. Additional professional or technical experience in the administration
of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
